Deputy Executive Manager, Security, Conghua Racecourse
MAJOR TASKS
1. Fire Safety
• Assumes the 6uty as the CRC Fire Safety Manager.
• Ensures the full compliance of Mainland fire safety laws and regulations on Fire Safety Key Point and works closely with Legal & Compfiance to achieve this objective.
• Ensures the attainment of fire safety professional qualification of in-house security staff to meet the relevant compliance obligations.
• Ensures the fire safety response and firefighting capabilities of in-house security staff and the CRC Fire Brigade through regular capacity buiiding and drills.
• Ensures the fire safety awareness of all CRC staff.
• Conducts regular review and update the CRC fire and emergency evacuation and assembly protocol.
• Organizes CRC fire drills to maintain the CRC staff awareness on fire and emergency evacuation.
• Works closely with CRC Facilities Management (FM) to ensure the operability of the fire safety equipment and fire safety systems in CRC.
• Conducts regular review and update the relevant fire safety Standard Operating Procedures (SOP) and management plan.
• Supports General Manager, CRC (GM) and EM CS to convene the CRC Fire and Emergency Management Team (CRC EMT) meetings.
• Works cSosely with SecurityJ Integrity and Information Security Division (SIIS), Emergency Planning & Resilience to ensure CRC fire safety operations meet the Club fire safety and emergency management standard.
2. Physical Security
• Ensures the security integrity of the access control points in CRC.
• Ensures the interna! security of CRC.
• Ensures the effective management of the visitor registration and visitors visiting CRC.
• Ensures the operability of the security monitoring and access control devices in CRC.
• Ensures the security incident response capability of in-house security staff through regular capacity buiiding and drills.
• Ensures the CRC physical security measures meet the Club Physicai Security Policy on critical infrastructure (Cl) and works closely with SliS Security Policy, Risk and Emergency Planning to achieve this objective.
• Conducts regular review and update the relevant physical security SOPs.
• Manages the performance of the outsource security services contractor and ensures the delivery of quality service.
3. Biosecurity
• Ensures the biosecurity integrity of CRC and works closely with Veterinary Regulation, Welfare and Biosecurity Policy (VRWBP) to achieve this objective.
• Conducts regular review and update the biosecurity SOP and ensures the biosecurity enforcement policy and measures meet the CRC Biosecurity Standard.
• Works ciosely with FM to ensure the physical integrity of the biosecurity perimeter fence.
4. Cross Border Horse Movement (CBHM!)
• Works closely with CRC Transport & Logistics (T&L) to ensure the smoo出 operations of CBHIV] and the delivery of security services in accordance with the Service Level Agreement (SLA) with T&L.
• Manages the CBHM security operations including the pre-departure security inspection, horse truck convoy security escort and horse truck convoy tracking,
• Conducts regular review and update on the relevant CBHM SOP.
• Support EM CS to attend the CBHM Incident Management meeting convening by SIIS.
5. Emergency Response and Management
• Supports EM CS to activate the CRC Emergency Management Team (CRC EMI) and convene emergency management meeting to manage emergency incidents in CRC.
• Organizes emergency managemen"raining and exercises for CRC business units to ensure their emergency response and management awareness and operational readiness.
• Conducts regular review and update on the CRC Emergency Management Plan and works closely with SIIS Emergency Planning & Resilience to ensure their consistency with the Club incident Management and Crisis Management Plan (IMCMP).
6. Integrity & Racing Integrity
• Supports EM CS to maintain a high integrity of the CRC security personnel through integrity awareness building
and training and works closely with SIIS Financial Crime Risk Investigation to achieve this objective. :
• Reports integrity related incident in CRC to SIIS Financial Crime Risk investigation and support their integrity investigation.
• Support EM CS to manage the anti-doping operations in CRC and works closely with CRC Racing Control and SliS Racing Security and Integrity Assurance to achieve this task.
7. CRC Racing Events in 2026
• Supports EM CS to coordinate with SIIS and other stakeholders on security resource, operational, crowd management and emergency planning and drills for CRC racing events.
• Ensures the operational readiness of CRC security team on racing event security operations and arrange relevant training in HK with SliS.
• Supports EM CS to prepare SOP and Emergency Management Plan for racing events in CRC.
• Assumes security fieid command for racing events in CRC in 2026.
8. Support GBA Projects
• Support EM CS to manage the security matters on the Club GBA projects.
9. Communication with Law Enforcement Authorities
• Maintain close communication and working relationship with Conghua Public Security Bureau and Fire Department to facilitate a smooth business operation of CRC.
10. Others
• Any other duties as directed by EM CS.
QUALIFICATIONS / EXPERIENCE
• A university degree in any discipline is preferred.
• Proven leadership experience in either a law enforcement or private security capacity with experience of interacting in private and public sector organizations at a senior management level.
• Applicable industry certification or qualification (e.g. Mainland fire safety management professional accreditation) an advantage.
• Be computer literate and proficient in Microsoft Office applications (e.g. Words, Excel, and PowerPoint).
• Proficiency in both written and spoken English and Cantonese, with spoken Mandarin an advantage.
• Proven persona! and professional integrity.
• Ability to produce well written reports that can be presented at the most senior management level of the organisation.
