Manager, Strategic Procurement

KEY ACCOUNTABILITIES 主要职责

1. Responsible for sourcing and tendering activities:

• Supervise and responsible for the end-to-end RFX processes
• Manage and responsible for tender / RFQ documentations
• Coordinate and lead the tender briefings
• Negotiate with suppliers for the best interest of the Club and CRC business units

        负责采购和招标活动（主要包括以下）：

• 监督并负责端到端RFX流程
• 管理并负责投标/询价文件
• 协调和领导招标简报会
• 为了马会和从化场需求部门的最大利益，与供应商谈判

2. Drive daily procurement operations:

• Responsible for contract execution (PO issuance, deliveries and rejects handling support)
• Manage requisition and obtaining approval according to business needs
• Responsible for ordering, ordering confirmation and tracking processes

        负责日常采购操作（主要包括以下）：

• 负责合同执行（PO发送、协助交付和拒收处理）
• 根据业务需求管理申请并获得批准
• 负责下订单、订单确认和跟踪流程

3. Contribute to the sub-category planning process:

• Responsible for the development of sub-category planning through dynamic analysis of cost structures, supplier research, market indicators and expenditure opportunities
• Manage or support the development of sub-category planning and assist the category manager in building the category strategy
• Lead market research to identify and qualify potential suppliers that can consistently meet business requirement
• Lead the development of market intelligence on product trends, seasonality, new offerings, etc.

        负责制定子类别采购计划流程（主要包括以下）：

• 负责制定子类别采购计划， 成本结构、供应商市场调查和采购支出分析的动态分析
• 管理或支持子类别采购计划的制定，并协助采购类别经理制定采购类别策略
• 负责有关采购的市场调查，不断识别和资格评估潜在供应商，以满足持续业务需求
• 负责有关采购的产品开发、季节变化、新产品发布等的市场信息收集。

4. Responsible for supplier management activities:

• Collect and review supplier performance and facilitate supplier improvement in line with key performance indicators and business users’ feedback
• Build and enhance relationship with suppliers to support the execution of procurement and category management strategies
• Responsible for working with business users to make contingency plan for potential supplier risks according to supplier performance review and business users’ feedback
• Support any post contract management and change management activities

        负责供应商管理（主要包括以下）：

• 收集和评估供应商绩效表现，根据关键绩效指标和需求部门反馈,促使供应商及时改进
• 建立并加强与供应商的关系，以支持采购和品类管理策略的执行
• 根据供应商绩效表现和需求部门反馈，和需求部门一起制定供应商潜在风险的应急计划
• 支持任何合同后管理和变更管理活动

5. Facilitate the Club’s implementation of strategic procurement:

• Contribute to the on-going transformation of the function and be a change catalyst
• Identify process gaps and drive continuous improvement for the procurement function through analysis, market benchmarking and sharing of best practices
• Assist in maintenance and update of the Club’s Procurement Policy and Procedures
• Maintain latest knowledge database of supply market, capabilities and technology

• 通过分析、市场基准测试和分享最佳实践，找出流程差距，推动采购职能的持续改进
• 协助维护和更新马会的采购政策和程序
• 维护供应市场、能力和技术的最新知识数据库

6. Follow up any instructed job-related work assigned by high-up level.

QUALIFICATIONS / EXPERIENCE 任职资格 / 经验

1. University degree or college diploma major in Procurement, Supply Chain, Business Administration or related disciplines

         采购、供应链、工商管理或相关专业的大学学位或大专文凭

2. Minimum 5 years of related work experience in sizable organization

         5年以上在大型企业的相关工作经验

3. Familiar with purchase orders, contract terms & conditions etc.

         熟悉采购订单、合同条款和条件等

4. Experience in managing tender process and preparation of tender documents

         管理招标流程和编制招标文件的经验

5. Proactive, mature & self-confident with good business acumen

         积极主动、成熟自信，具有良好的商业头脑

6. Strong analytical and communication skills

         较强的分析和沟通能力

7. A strong knowledge in Microsoft Office and a basic knowledge for ERP system will be an advantage

        熟悉微软办公软件和ERP系统的基础知识者优先

8. Professional qualifications of CIPS and/or CPSM will be an advantage

        具有CIPS和/或CPSM专业资格者优先

9. Good command of Mandarin / Cantonese / English

         精通普通话 / 粤语 / 英语
