Senior Manager, Strategic Procurement (Information & Communication Technology)

KEY ACCOUNTABILITIES 主要职责

1. New Accountabilities:

• Build sourcing capabilities and category knowledge to provide proactive and professional support in the end-to-end procurement process for ICT and R&M services for CRC Grandstand and other GBA events
• Collaborate with colleagues of IT, CRC & Grandstand, CETS, Guangzhou office across Finance and business stakeholders as appropriate to generate the most up-to date view of potential ICT category spend
• Responsible for planning, development and implementation of comprehensive sourcing and procurement strategies to support the new business operations of the Club in CRC Grandstand & GBA entities
• Develop relationship with senior key stakeholders, drive regular review meetings to align expectations. Manage communication, mitigate issues and present solutions
• Provide support in procurement process improvements and simplifications
• Manage a wide range of procurement activities for a portfolio of the Club's daily operations and projects
• Ensure an appropriate balance between collaboration and competition and potential saving benefits are achieved
• Ensure the strategic procurement and category management to support new and existing programme / projects / initiatives
• Sustain a strong and cohesive team and ensure effective teamwork and effective actions appropriate in discharging the duties
• Ensure opportunities for innovation are fully evaluated and, where appropriate, introduced/implemented into the Club

2. Drive the implementation of high-performing procurement and ICT category management that delivers best value for GBA&CRC’s ICT procurement spend:

• Lead and support the implementation of procurement and category management strategies
• Bring best-practice strategic procurement and category management approaches
• Work seamlessly across functions, divisions, departments and levels to ensure comprehensive input into strategy development.

3. Responsible for demand planning for ICT procurement categories in GBA&CRC to meet the needs of business requirements and ensure ICT category procurement’s early involvement:

• Conduct demand planning reviews, drive effective insights from spends and ensure appropriate category knowledge and data are maintained, incorporated into the procurement category strategies, and shared
• Regularly update all internal stakeholders with procurement category in a structured format
• Proactively manage internal stakeholder to ensure full value is driven from procurement & category management-related activities
• Required by the other functional budget holder to estimate purchase price to ensure purchase order within approved budget through cost benefit measures

4. Develop and implement procurement strategic approach to manage ICT procurement category to ensure supply availability, meet quality standards, and deliver best value to the Club.
5. Ensure reliability of the GBA&CRC ICT procurement supply chain.
6. Ensure GBA&CRC ICT procurement and category management operations are auditable and transparent.
7. Follow up any instructed job-related work assigned by high-up level.

QUALIFICATIONS /EXPERIENCE 任职资格 / 经验

1. University degree or above with Procurement, Supply Chain Management, Logistics Management, Business Administration, Science and Engineering or relevant as major.
2. Minimum 8-10 years of working experience with the first-hand animal husbandry / diversified procurement practice.
3. Strong knowledge of sourcing / procurement, import and export procedures and related regulatory requirements, and commercial & contract management techniques.
4. Possess high quality of well-defined mainland procurement network.
5. Experience in developing procurement process and procedures, with good knowledge of ERP systems to support procurement activities.
6. Possess high level of integrity, work ethics and good moral values.
7. Professional qualifications of CIPS and/or CPSM will be an advantage.
8. Good command of Mandarin / Cantonese / English.
