Assistant Security Manager (Control Centre)

Job Summary

The Security, integrity and Information Security Division (SIIS) ensures stakeholder safety, manages financial crime risks, and protects racing integrity. The job holder supports management in Security Control Centre (SCC) and Race Day Security Control Room (SCR) duties, Incident Response, Escalation, Reporting and Management, supporting Cross Border Horse Movement Tracking, Real-time Monitoring, Incident Response, Escalation and Reporting, ascertaining ad-hoc Hosting of Critical Incident Management (CIM), Incident Management Team (IMT), First Response Group (FRG) Meeting, supporting Implementation of the new Security Incident Management System (SIIS) and other administrative works / ad-hoc tasks / projects.

Major Tasks

  • Manages the operations, incident response, escalation, reporting of SCC and SCR by: a.Leading a team of security officers. b.Ensuring effective monitoring of alarm systems and CCTV systems. c.Ensuring effective communication of SCC and SCR hotline. d.Ensuring timely and appropriate risk assessment, decision making and response to incidents and emergencies in accordance with the Standard Operating Procedures (SOPs). e.Acting as the focal point for security emergency communications with management as well as managers of other departments as required. f.Ensuring effective coordination of responses with Security Operation Team and other departments during incidents and emergencies. by implementing appropriate security incident and emergency management procedures for the Security Control Centre teams. g.Ensuring timely escalation of incident reports and accurate recording of the incidents in the SIIS. h.Ensuring timely escalation of daily situation reports and monthly reports. i.Striving for continuous improvement of incident responses and work processes. j.Training the SCC team. Additional for S8: a.Ensuring that initial assessments of security emergencies are provided to management as well as managers of other departments as required. b.Reviewing security incidents received by SCC to ensure (a) they are appropriately recorded and classified; (b) the follow up actions are managed proactively and effectively and (c) incidents are escalated timely and appropriately. c.Conducts Management Review of incidents/issues and produce reports with assessment and appropriate recommendations. d.Identifying security risks from incident data by collating and analysing security incidents to produce daily, monthly, and annual reports to management. e.Maintaining SCC SOPs for continuous process improvement.
  • Monitors and Reports the daily operations of the HK-China Cross-border horse movement operations by: a.Ensuring effective pre-departure checks including weather and road condition etc. b.Ensuring effective monitoring of alarm and convoy tracking systems. c.Maintaining real-time tracking and communication of convoy. d.Ensuring effective support to the convoy in response to incidents. e.Ensuring timely and appropriate risk assessment, decision making and response to incidents and emergencies in accordance with the SOPs. f.Ensuring timely escalation of incident reports and accurate recording of the incidents in the SIIS. g.Acting as the focal point for internal communications and with other departments. Additional for S8: a.Maintaining and reviewing horse movement related SOPs for continuous process improvement.
  • Supports ad-hoc Hosting of CIM, IMT, FRG Meeting by: a.Ensuring timely dispatch of meeting request via email to appropriate distribution. b.Ensuring timely dispatch of push notifications via Enterprise Notification System (ENS). c.Ensuring timely preparation of IMT meeting room, zoom platform and supporting information. d.Ensuring proper management of distribution lists. e.Ensuring proper housekeeping of meeting room and ENS. Additional for S8: a.Ensuring the SCC teams are well trained and prepared. b.Ensuring the SCC teams are regularly drilled.
  • Supports Implementation of the new SIIS by providing appropriate project management support to the Manager. Additional for S8: a.Coordinating with stakeholders (including IT and the selected platform vendor) on the user requirements and associated work processes of the SCC and Security Operation Team. b.Monitoring closely on every stage of the project cycle.
  • Supports the Access Right Approvals Governance Process, including regular reviews for sensitive locations, Security Badging Office, and collaboration with stakeholders.
  • Undertakes other administrative works / ad-hoc tasks / projects as directed by Manager.

Education

Diploma/Associate Degree preferred

Qualifications

Holder of valid Security Personal Permit; Other security related professional qualification(s) will be a plus.
