Assistant Security Manager (Control Centre)

The Division
The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security and Information Security Risk & Assurance functions.
Job Summary
The job holder reports to Security Control Centre Manager (SCCM) and is responsible to support management of the following areas:
- Support SCCM to operate Security Control Centre (SCC) and Race Day Security Control Room (SCR) by operating various systems in SCC and SCR.
- Collect and collate information to allow SCCM and assist to handle, report, analyse, decide, triage and escalate incidents when required.
- Support Cross Border Horse Movement (CBHM) Tracking, Real-time Monitoring, Incident Response, Escalation and Reporting.
- Ascertain hosting of the Incident Management and Crisis Management Plan (IMCMP).
- Other administrative works / ad-hoc tasks / functional responsibilities as directed by SMCSOE, MSCIA and SCCM.
The Job
- Monitor and operate club-wide systems in SCC and SCR to support SCCM to operate and manage the 2 rooms day-to-day 24/7 operations:
- Operate the Access Control Systems to remove users access rights when and necessary.
- Operate the Close-Circuit Television System (CCTV) to monitor various Club Premises locations and to review, retrieve and provide CCTV footages assist internal / law enforcement investigation.
- Operate the Race Day Attendance Counting System as Attendance Officer to ensure the attendance number is accurate and provide the figures to SCCM for reporting.
- Monitor and handle various alarms system, include but not limited to Fire Alarm, Branches’ Alarms, Intrusion Alarm, Panic Alarm…etc.
- Prioritize the incidents according to the critical location for urgent maintenance and coordinate with the owners for the contingency plan.
- Experience in patrol robots operations and management is an advantage.
- Collect and collate information to allow SCCM and assist to handle, report, analyse, decide, triage and escalate incidents when required.
- Collect and verify required information from incident informant according 5W1H.
- Triage and handle the incident according to the established protocol within the Club Premises area include but not limited to Racecourses, Corporate Buildings, Off-
- Course Betting Branches, Riding Schools, Golf Course, Tourist Spots… etc inside and outside Hong Kong.
- Provide incident details to SCCM with a logical sense to assist SCCM to report, analyse and decide whether the incident required triage and escalation and provide assistant when the incident required triage or escalation.
- Record and disseminate incidents in the Security Incident Management System (SIMS) in a timely manner.
- Support CBHM Tracking, Monitoring, Incident Response, Escalation and Reporting.
- Conduct pre-departure checks including weather and road condition etc.
- Track the horse movement process and disseminate the tracking report when starts, exceptions and incidents occurrences and complete.
- Provide centralized communication and assistance support to the convoy team with any incidents or unplanned events.
- Responsible for all CCTV footages live monitoring as well as storage and retrieval when necessary.
- Ascertain hosting of the Incident Management Crisis and Management Plan (IMCMP). Assist SCCM to
- Dispatch notification and track the departmental representatives’ reply via the Emergency Notification System (ENS) once the IMT needs to activate.
- Send the meeting invite and prepare the physical and initiate the electronic meeting room (Teams / Zoom) for IMT meeting.
- Maintain the Incident Management and Crisis Management Distribution List in SCC, SCRs as well as other locations appropriate.
- Well understand and housekeep and manage to operate all the equipment in the IMT Room on 7/F to assist the establishment of meeting when necessary.
- Perform regular routine test and check the ENS system and equipment in the IMT Room.
- Other administrative works / ad-hoc tasks / functional responsibilities as directed by SMCSOE, MSCIA and SCCM, such as
- CEM alarms analysis and review.
- HKJC Premises Floorplan management.
- House Keeping of SCC Teams Share Folder.
- Administration of SIMS users and contact account.
- Compiling Counterfeit banknote verification report.
- Compiling Joint Fire Incident Report.
- Maintenance and review of CCTV inventory list.
About You
- Diploma/Associate Degree with minimum 3 years of working experience in incident handling, preferably gathered under control center operation
- Competency and literacy with computer and software applications, notably Microsoft Windows and MS Office applications
- Proficiency in both written and spoken English and Cantonese
- Good interpersonal and communication skills
- Fair analytical skills and business acumen
- Ability to work independently under tight schedule and stressed situations
- Willing to work on shift and Public Holidays
- Holder of valid Security Personal Permit; Other security related professional qualification(s) will be a plus
