(Assistant / Senior) Manager, Charities (Grant Making / Trust-Initiated Projects)

The Charities and Community (C&C) Division manages strategic planning, grant donations, impactful project initiation, community engagement, and the day-to-day operations of the HKJC Charities Trust. C&C works with the Government, NGOs, and community partners to proactively identify root causes of social issues and address them through innovative approaches and cross-sectoral collaboration.

The Job

As part of the Charities & Community Division, you will support your manager to:

(Grant Making)

  • Assess and review donation applications' support-worthiness (including analysis of social issues presented, the applicants' background, reasonableness and feasibility of the proposed programme content and corresponding budget) and make recommendations to Managers on donation applications;
  • Support Managers in preparation and drafting of approval papers and annexes;
  • Conduct research on social issues in order to support development of new projects or themes / issue strategies (including literature review, industry / sector data analysis, in-house or externally managed surveys and focus groups, discussion with potential project partners);
  • Monitor approved projects to ensure that they are implemented and completed according to schedule, pledged output and within the originally agreed scope and budget; to assess project change requests (virements) and prepare documentations for internal approvals; to assist in reviewing event invitations by grantees as part of the ongoing project monitoring process of approved projects (including drafting articles, speeches for publicity events, and supporting PR / media initiatives);
  • Liaise with external partners (such as grant applicants, grantees, government bureau / departments, consultants) and internal counterparts (such as Finance, Procurement, IT) throughout different stages of project lifecycles;
  • Support initiation, development, implementation planning of Trust-initiated Projects, Priority 1 Projects, and other significant special projects (as well as strategic framework) in line with our focuses under the key issue,
  • Participate in ad-hoc projects and prepare presentation materials, speeches, miscellaneous papers; and to support Cultural Transformation initiatives, and cross-team and cross-theme collaboration effort.

 

(Trust-Initiated Projects)

  • Ensure effective execution of the project, including but not limited to implementation of all the required project governance and controls, preparation of reports, and maintenance of records for the Club's management team and Charities' Trust's review;
  • Develop the project plan including the tasks, deliverables, schedules and resources required, and maintain a repository of documentations for project governance and audit purposes, including but not limited to funding proposals, agreements, progress reports, meeting minutes, and project publications etc;
  • Monitor the delivery and effectiveness of the project's activities to ensure that they are in line with the project objectives and timelines, and work closely with external project partners to ensure deliverables are in accordance with specifications, schedules and expectations;
  • Plan and monitor matters related to finance (budget monitoring), purchasing and supplies functions (e.g., handling procurement and coordinating contracts and milestone payments to related vendors);
  • Work with Managers to design and implement stakeholder engagement and publicity strategies, including liaison with industry partners, government, community leaders, and to promote the project to general public;
  • As part of TIPs governance process, coordinate progress updates from external project partners and JC project team and provide secretarial support to the Advisory Committee and the sub-committees/working groups of the project;
  • Carry out other duties as directed by management.

About You

You should have:

  • Bachelor's degree or above in Social Sciences or Public Health, Social Work or Psychology is preferable
  • A minimum of 4 years' experience in fund or project management
  • Experience in working with government, NGOs and professional bodies
  • Strong ability to interface with people with various functions and levels
  • Strong project management skills
  • Knowledge on government policies and insights on community service needs
  • Strong Excel and PowerPoint skills preferred
