Deputy Executive Manager, Human Resources (Business Facing) (Membership & Customer Excellence)

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Division

The People and Organisational Development (P&OD) Division is dedicated to cultivating a dynamic workplace culture that attracts, develops, and retains exceptional talent. The division serve as trusted advisor across the organization, aligning people practices with business goals to drive performance, innovation, and employee engagement.

The Department

The HR Business Facing Department spearheads people strategies to foster a performance-driven culture aligned with business objectives and the Club's strategic direction. The job holder leads a HRBF assigned team and provides strategic HR consulting and comprehensive HR services in partnership with the business and HR COEs. The job holder is responsible for talent identification, rewards, retention, and development, including talent review and profiling, talent gap analysis, talent development and succession planning. Additionally, the job holder takes on ad hoc projects to improve the HR Department's effectiveness and efficiency.

The Job

  • Develop and execute the Strategic People Plan aligned with business objectives, partnering closely with line leaders and the Membership & Customer Excellence Portfolio (MCE) Division on manpower planning, workforce analysis, and HR solutions
  • Implement manpower, talent pipeline, and succession strategies; optimise staffing and workforce planning to support cost management.
  • Provide end‑to‑end people management support, including performance, retention, promotions, employee relations, communication, and disciplinary matters
  • Ensure effective execution of HR policies, advising and coaching managers on people issues, union matters, and employee relations.
  • Collaborate with HR CoEs to deliver people solutions and stays current on HR trends and best practices
  • Support transformation, change management, and employee engagement initiatives in partnership with leadership and Change Champions
  • Lead talent reviews, identifies high‑potential talent, builds succession plans, and partners with TA on talent sourcing and MT programs.
  • Offer HR and organisational effectiveness expertise; use HR analytics to support restructuring and capability building
  • Facilitate capability frameworks, job reviews, performance calibration, and development planning
  • Manage employee engagement, conflict resolution, and risk mitigation with Employee Relations
  • Ensure smooth onboarding through Team Assimilation Workshops; guides line managers on HR Shared Services processes.
  • Support change initiatives, communication, and organizational readiness; participate in leadership meetings and task forces.

About You

  • A tertiary qualification ideally in a HR discipline
  • At least 15 years of HR experience working in a sizable or multi-national company, preferably with both full-time and large-scale part-time operations
  • A track record of successful implementation of HR initiatives at the corporate level
  • A service-oriented mind set with excellent interpersonal skills necessary to deal with people at all levels
  • Good knowledge in hospitality/service industry, knowing what customer centricity means in people work
  • In-depth knowledge of HR account servicing, functional capabilities, resourcing, compensation & benefit structures, job evaluation, talent review & development, and succession planning
  • Excellent proficiency in written & spoken English, and Chinese. Fluency in Putonghua will be an advantage
  • Ability to prioritise multiple tasks
  • Good understanding and skills in handling staff unions.
