Deputy Executive Manager, Planning and Project Management

Job Summary

The job holder oversees capital works projects from inception to handover, ensuring compliance with scope, schedule, budget, quality, and safety requirements. Key responsibilities include leading project design and delivery, establishing best practices for project management, and coordinating with stakeholders to meet objectives. They manage all phases of project execution-planning, procurement, construction, and compliance-while providing professional advice and support to teams. The job holder will contribute to developing integrated master schedules, assessing project risks, and ensuring effective communication among all parties.

Major Tasks

  • Assist the Executive Manager in providing professional advice on alterations, renovations, and new facility developments to support business objectives.
  • Establish project scope and requirements through collaboration with users, conducting feasibility studies to identify potential strategies and solutions.
  • Prepare project schedules and budgets, monitoring progress and expenditures to ensure projects are completed on time and within budget.
  • Identify, manage, and report project risks, ensuring adherence to established governance and compliance standards.
  • Recommend and manage external consultants, contractors, and suppliers throughout the project lifecycle to maximize value and ensure quality.
  • Coordinate and communicate with project stakeholders, facilities management, and asset management teams to secure necessary inputs and decisions.
  • Liaise with government departments and utility companies to ensure compliance with regulations and obtain necessary licenses.
  • Supervise and develop project teams, ensuring effective resource deployment and staff performance monitoring.
  • Conduct regular reviews and updates of project documentation, including schedules and reports, to facilitate informed decision-making.
  • Organize and lead committee meetings, ensuring timely communication of project status and milestones to stakeholders.
  • Undertakes other duties as assigned by Line Manager

Education

  • Bachelor degree in a relevant field such as Architecture, Engineering, or Construction Management.
  • Master's degree in a related discipline is preferred.

Qualifications

Professional qualifications relevant to the field, such as CIOB, RICS, HKIA, HKIE, or similar.
