Executive Manager, Club-Wide Data Office (Strategy & Governance)

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

 

The Division 

The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.

 

The Job

The Executive Manager, Club-wide Data Office reports to the Chief Data Officer (Head of Department) and is responsible for driving the execution of the Club’s data strategy through effective project management and data technology delivery. The role plays a key part in ensuring data and AI initiatives are delivered in a structured, consistent and business-focused manner.

Working closely with the business divisions, the role leads the end-to-end delivery of data and analytics, strategy/ governance needs, from architecture and design to provide clear requirement for deployment and ongoing support. This includes building the overall delivery portfolio, establishing clear frameworks and methodologies, and ensuring resources are well planned to meet business priorities.

The role also ensures strong alignment across different data initiatives and teams, enabling smooth coordination and integration across projects. A key focus is to ensure that solutions delivered are scalable, reliable and aligned with business use cases, while maintaining high standards of quality and governance.

In addition, the position oversees the operational run and continuous improvement of the data platform, ensuring stable performance and effective support for analytics and AI use cases across the Club.

The Executive Manager also works closely with key stakeholders across business and IT to drive collaboration, manage expectations and ensure successful delivery of strategic data initiatives, supporting the Club’s journey to become a data-driven organisation.

  • Lead the development and execution of the Club’s data and analytics strategy in close partnership with IT and business stakeholders
  • Establish a clear operating model with defined roles, responsibilities and capabilities to support effective delivery of data initiatives
  • Define and implement the analytics architecture, including data platforms such as data lake and data warehouse, to drive business value and cost savings
  • Oversee the portfolio of data and AI initiatives, managing priorities, resources and synergies to maximise impact and efficiency
  • Collaborate with business users and technology teams to develop and implement the Club-wide analytics roadmap and drive ongoing technology modernisation
  • Support Club-wide data strategy and governance by ensuring all analytics solutions align with architecture standards, policies and business needs
  • Deliver high-quality, secure and scalable analytics architecture that meets performance requirements and supports business portfolios
  • Drive continuous improvement by recommending practical data analytics solutions and maintaining strong service delivery standards
  • Provide technical leadership, including regular platform reviews and advisory support to both technical teams and business users
  • Take full accountability for data programmes from design through to implementation and production, ensuring smooth end-to-end delivery
  • Manage project scope, timelines, risks, resources and budgets, ensuring alignment with governance requirements and achievement of expected benefits
  • Build and lead a capable and inclusive team, fostering collaboration, developing talent and promoting a high performance culture to support business success 

About You

  • Bachelor Degree in Computer Science or relevant disciplines. Postgraduate qualification is definitely a plus
  • At least 15 years of work experience business strategy background from sizable organisation. Preferably from top-tier business consulting (MBB)Consultancy experience in architecture engagements will have a distinct advantage
  • Proven experience managing large-scale data/AI portfolios and governance frameworks
  • Solid experience in large scale end-to-end project development preferably with Professional Project Management qualification
  • Understanding of Club-wide data strategy, data analytics, and how data supports business decision-making
  • Understanding of Enterprise Architecture (EA) concepts and its implementation implications within organisation depending on the maturity of the organisation along the EA roadmap
  • Experience in written and execution of RFI/RFP processes in order to correctly evaluate and recommend the appropriate technology, application or product
  • Ability to lead in architecture analysis, modelling and design ensuring alignment with business and Architecture strategy, including the ownership of architecture artifacts, controlling the architectural integrity and managing critical architectural trade-offs
  • Strong stakeholder management and cultural fit to drive data adoption
  • Proven project management skills in planning, governance, issues management, risk management, resource management and financial management
  • Strong capability in leading a large team of data analytics professional and vendors in development, system integration, system testing and system implementation
  • Solid experience in resolving commercial and contractual issues for IT projects
  • Be able to influence others and be able to demonstrate peer leadership skills • Ability to apply structured thinking to analyze and reduce complex problems to its essence
  • Outstanding written and verbal communication skills in presenting technical concepts and their business implications to all levels of management and secure their buy-in
  • Ability to work effectively with people in other departments and outside of the organization
  • Knowledgeable in the latest technologies and business processes.
