(Assistant) Procurement Manager (ICT)

The Division
The Finance Division is a key business partner, balancing oversight with support. Job Summary
The primary purpose of this role is to independently manage ICT procurement activities, while escalate complex or high-risk matters as appropriate to Senior Manager, ICT.
The role will require a close working relationship with business to formulate an effective procurement strategies and sub category plans through understanding demand requirements, business needs, supply market and conducting business analytics, supplier evaluations, etc.
This role will also supervise daily procurement operations including RFX planning, tender documentation, supplier clarification, evaluation coordination, negotiation, recommendation and award governance.
This role reports to a Senior Manager/Deputy Executive Manager, ICT Procurement.
The Job

Responsible for sourcing and tendering activities:
- Supervise and responsible for the end to end RFX processes
- Manage and responsible for tender / RFQ documentations
- Coordinate and lead the tender briefings;
- Negotiate with suppliers for the best interest of the Club and business units

Oversee daily procurement operations:
- Responsible for contract execution (PO issuance, deliveries and rejects handling)
- Manage requisition and obtaining approval according to business needs

Contribute to the sub-category planning process:
- Lead market research to identify and qualify potential suppliers that can consistently meet business requirements
- Lead the development of market intelligence on product trends, seasonality, new offerings, etc.
- Responsible for Supplier Management activities:
- Build and enhance relationship with suppliers to support the execution of sourcing strategies
- Responsible for identifying potential supplier risks
- Facilitate the Club’s implementation of strategic procurement:
- Contribute to the on-going transformation of the function and be a change catalyst
- Maintain latest knowledge database of supply market, capabilities and technology
About You
- Degree in Procurement, Supply Chain, Business Administration or related disciplines
- 5-8 years of related work experience in sizable organization
- Sound knowledge on information technologies category management is essential
- Familiar with purchase orders, contract terms & conditions etc.
- Experience in managing tender process and preparation of tender documents
- Proactive, mature & self-confident with good business acumen
- Strong analytical and communication skills
- A strong knowledge in Microsoft Office and a basic knowledge for Oracle ERP system will be an advantage
- Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus
