Assistant Special Project Manager
The Department
The Club has setup of a new Strategic Project for the integrated Conghua Racecourse (‘CRC’) business which involves consolidating various business and functional workstreams to enable a cohesive and sustainable strategy for the integrated CRC business model, and establish business requirements and timeline.
The job holder will report to Director of Strategic Business Transformation Programme (CRC) or her delegate. Working with IPMO leads and workstream leads from different business units, the job holder will be a key member of the SP30 IPMO team in carrying out PMO activities assigned – including workstream support, process design, action / issue / risk tracking, status reporting, integrated timeline management, readiness assessment, etc. (more details included in the next section re Major Tasks).
As and when required, the job holder may have lower-level involvement on specific areas such as process mapping, testing coordination, detailed implementation planning, etc. He/she may also involve in the working with external vendors / consultants / specialists and assume responsibilities in managing such arrangements.
The Job
You will
- Project planning / scheduling
- Define project objective and scope
- Define major workstreams
- Establish project timeline of individual workstreams and define key project milestones and dependencies
- Establish integrated project schedule across workstreams and define the update cycle
- Maintain integrated timeline and ensure proper change control as the project proceeds
- Establishment of project organisation and governance
- Establish project organisation and define key roles & responsibilities
- Establish and enforce project control and governance framework / measures
- Establish regular project meetings and terms of reference
- Design and implementation of business architecture
- Review as-is / market benchmarks and design to-be business architectural blueprints, addressing the inter-relationship among the key components re people, system, data, process, etc.
- Design and implementation of business and operating models
- Review as-is / market benchmarks and design target business / operating models with reference to the architectural blueprints
- Establish integrated implementation roadmap
- Perform strategic studies on specific areas – e.g. build vs buy, insourcing vs outsourcing
- Provide advice on process improvement / automation / AI application opportunities
- Design of business solution (IT and non IT) and delivery approach
- Facilitate the collection of business requirements
- Design integrated business solutions
- Define key deliverables – addressing both outputs and outcomes
- Identify and evaluate solution options
- Establish business case for solution proposed
- Define business requirements and use cases – including Customer Experience Journey (CEJ) where appropriate
- Perform Change Impact Analyses (CIA)
- Develop Change Management Framework
- Design implementation approach – with the adoption of POC / pilot / agile approach where appropriate
- Risk / issue / action identification and tracking
- Establish standard templates / tools and the corresponding mechanism for effective tracking of project risks / issues / actions
- Develop risk assessment / reporting framework
- Develop and maintain risk register
- Support assessment of Audit and Risk
- Status monitoring and reporting
- Establish standard templates / tools and the corresponding mechanism for effective tracking of project status
- Perform regular review and reporting of project status at overall and workstream levels
- Identify key risks / issues and recommend mitigating measures
- Present regular status and risk summary to project steering and project owners / sponsors
- Others
- Perform research and benchmarking on market best practices re business and digital transformation,
- Manage performance of external vendors / consultants
- Other activities as assigned by management
About You
You should have
- University degree in Business, IT or other relevant disciplines
- At least 6 years of demonstrable experience as a hands-on business project / PMO lead running sizeable projects in service, hi-tech or financial industry
- Strong planning, organisational, analytical and communication skills
- Good understanding of business operations in Mainland China
- Good understanding of the HKJC internal processes will be an advantage
- Professional qualifications in project management (e.g. PMP) and / or process improvement (e.g. Six Sigma) preferred but not mandatory
- Experience in digital transformation involving design and implementation of Web / Mobile App / Cloud-based solutions desirable
- MS Excel, PowerPoint, Project,
- Understanding of AI tools in project management will be an advantage
