Deputy Executive Manager, Charities (Mainland and Global Programmes - Impact Capital)

Job Summary

To contribute to the Institute of Philanthropy’s purpose of working towards the betterment of societies everywhere through impactful philanthropy, by exploring and demonstrating the potential of impact capital approaches in catalysing greater quantum and quality of capital for good. 

Reporting directly to Head of Department / Executive Manager, the job holder is responsible to develop, manage and implement an impact capital strategy and related projects.  The job holder will develop insights and knowledge in impact capital instruments and funding models, and build network and trusted relationships across a diverse set of internal and external stakeholders, including local and regional practitioners and partners.

The Job

You will:

  • Lead the end-to-end development and execution of high-priority impact capital projects. This includes conducting in-depth social issue and feasibility analyses, building impact and financial models, designing financing instruments and impact measurement frameworks, and taking ownership of contract structuring and negotiation processes. You will be responsible for developing compelling business cases and securing final approval from IoP’s Management and Board.
  • Cultivate and manage trusted relationships across the public, private, and philanthropic sectors relevant to impact capital. Engage policymakers, leaders of philanthropies and financial institutions, as well as sector experts to advance pilot projects, generate continuous field insights, and broader field-building objectives.
  • Champion internal innovation and alignment. Drive the collaboration with internal teams (Charities & Community, Investment Office, Finance, Legal, Procurement) to co-create and institutionalise new policies, processes, and risk management frameworks for novel impact funding models. Serve as a key change agent within the organization.
  • Drive learning and thought leadership. Synthesise insights from pilot projects and stakeholder engagements to develop proprietary knowledge, refine the team’s strategy, and contribute to the discourse on innovative finance and philanthropy both in Hong Kong and globally.
  • Provide managerial leadership and operational oversight. Mentor and manage junior team members, and oversee key administrative and operational processes, including budget management, strategic vendor engagements, and high-level communications and convenings.

About You

You should have:

  • Bachelor’s degree or above with at least ten years of experience in a relevant field such as impact investing, grant-making for systems change, private equity, venture capital, or strategic advisory, with a solid understanding of impact financing.
  • Exceptional strategic and analytical skills, with a demonstrated ability to solve complex problems, deconstruct systemic issues, and develop actionable, evidence-based strategies.
  • A compelling and influential communicator (in English and Cantonese), adept at engaging, persuading, and building trusted advisor relationships with senior internal and external stakeholders on nuanced and complex topics, both verbally and in writing.
  • Competent in financial modelling and structuring, with ability to assess, stress-test, and design a variety of financial instruments (e.g., outcomes-based contracts, blended finance vehicles, program-related investments) and their associated impact and risk profiles.
  • Proven project management experience and ability to manage multiple concurrent workstreams effectively. 
  • Strong personal drive and innovative mindset to drive change and challenge status-quo, and ability to motivate and inspire team members to pursue shared goals
  • A deep, authentic commitment to the fields of philanthropy and social innovation, coupled with a strategic passion for creating lasting, systemic change.
  • Unquestionable personal and professional integrity, sound judgment, and a reputation for ethical leadership.
