Deputy Executive Manager, Charities

Job Summary

To contribute to the Charities Department in achieving the Club’s vision as the world class charity and community benefactor solving Metropolitan social issues with innovations.


Scope and Role:
• Reporting directly to the Head of Charities (Youth Development & Poverty Alleviation; and Talent & Sector Development)/ Executive Manager (Youth Development and Poverty Alleviation) or his/her delegate, the job holder is responsible for:
• Managing the Trust-initiated Project (“TIP”) on the “Youth Upward Mobility” and other Trust-funded projects;
• Establishing strategic partnering network to ensure effective delivery and amplify project’s impact and its sustainable development
• Performing the strategic portfolio management by overseeing other approved grant initiatives related to the TIP to build synergy and optimise grant potentials; and
• Initiating, developing, and implementing new initiatives or projects fostering better youth development and poverty alleviation

The Job

  • Steer the Incubation Team with member composition from model schools, NGOs, programme evaluators and other co-creators of the TIP to convene thought leadership and build alignment across all Youth Upward Mobility (“YUM”) project partners to ensure successful delivery of the project.
  • Oversee the design, development and implementation of the Project’s intervention including the management of “Youth-led Accomplishments”, “Slash”, “Gateway Traineeship”, “Report Card 360 and AI-powered platform” in each participating schools, programme protocols and capacity building, research and evaluation of the project and coordinate internal and external stakeholders as required to ensure successful delivery of these interventions.
  • Perform the strategic portfolio management by overseeing other Trust supported strategic Youth Development initiatives to amplify impact of the TIP and other related grants. Consolidate learning insights for sharing with relevant stakeholders on a regular basis. Develop new grants as needed to actualise emerging potentials.
  • Develop stakeholder engagement strategies, engage and manage internal and external stakeholders to ensure effective delivery and facilitate sustainable development of programme impact. Establish local and global collaborative networks to foster cross learning and amplify project’s impact. Engage government officials to facilitate impact creation and system change.
  • Develop and implement project governance and controls to ensure effective execution, including managing the advisory committee, the incubation and supporting partners, and various taskforce groups.
  • Monitor the progress of anticipated output and outcome, budget spending, handle budget virements and manage project evaluation and impact assessment.
  • Prepare papers and compile statistical/ financial /progress report, as well as report on special situation and make recommendations to Management and/or Board of Trustees.
  • Contribute towards an enhanced Club image through supporting promotional and publicity functions of Trust's
    charity works. Represent the Trust in activities related to the TIP including ceremonies, and related functions as part of the ongoing monitoring process and stakeholder engagements.
  • Assist in and contribute to the efficient and effective management of the Department in fulfilling its role as an executive arm of the Trust, including professional development of Charities Manager and Officers.

About You

  • Minimum of 10-12 years’ relevant work experience, with 7 years at mid-senior level, preferably in the social welfare, poverty, public administration, consulting, human resources, financial or charity and grant-making field
  • Proven track record and experience managing complex and /or large-scale projects
  • Knowledge of research, evaluation and data analysis is a big plus
  • Demonstrate passion, experience and insight in the changing need of the youth population
  • Extensive experience in dealing with different stakeholders, such as government officials, NGOs, consultants, business, branding agencies etc.

Terms of Employment

The level of appointment will be commensurate with qualification and experience.
