Deputy Executive Manager, Property Facilities Technical Manager

The Division

The Property Department is committed to providing integrated, customer-centric, sustainable and cost effective asset management, development management, project management and facilities management services to the key Business Units in the Club.

Job Summary

Reporting to the Head of Property Facilities Management (HPFM), the Deputy Executive Manager, Property Facilities Technical Services (DEMPFTS) plays a critical role in leading the technical services team to ensure the reliability, safety, and long-term performance of the Club’s property portfolio. In addition, the role supports the HPFM in driving the successful implementation of the Asset Health Management Programme and Condition Survey Programme across all Facilities Management (FM) teams, including Membership Facilities Management, Tai Kwun, Kau Sai Chau Golf Course, and subsequently our expanding network in Mainland China, such as the Conghua Racecourse, Beijing Clubhouse, corporate offices, and other facilities.

 

This position is responsible for providing strong technical leadership, setting standards, ensuring compliance, and uplifting engineering capabilities across the region. Key responsibilities include leading multi-disciplinary technical teams, managing CAPEX-related support, maintaining SOPs, driving sustainability and energy initiatives, and enhancing the overall technical competence of the FM organisation.

The Job

  • Lead and oversee the overall performance of technical operation teams, ensuring high-quality service delivery and operational excellence.
  • Provide expert guidance and support to technical operation teams, fostering best practices and continuous improvement.
  • Build strong, customer centric relationships by working closely with internal and external stakeholders—across sites, properties, and business units—and by partnering effectively with all supporting departments to enhance service delivery and overall FM performance.
  • Manage and deliver technical support for CAPEX projects, ensuring projects are planned, executed, and completed efficiently.
  • Maintain, enhance, and enforce Standard Operating Procedures (SOPs) to ensure consistency, compliance, and operational effectiveness across all locations.
  • Assist with budget planning and management, ensuring appropriate funding for essential repair and maintenance works, long-term asset replacement plans, and CAPEX initiatives, along with managing expenditure control processes.
  • Champion energy conservation initiatives, engaging stakeholders to plan, implement, and review measures that improve energy efficiency and building performance.
  • Drive corporate sustainability programs, ensuring successful execution and measurable impact across the portfolio.
  • Serve as a Subject Matter Expert, sharing technical knowledge, practical insights, and industry best practices to uplift team capability and strengthen technical expertise across the region.

About You

  • A degree in Construction, Engineering, or a related discipline.
  • Chartered professional status with recognized membership in relevant professional institutions (e.g., HKIE, CIBSE, MIMechE).
  • 15 years of experience in technical services and facilities management, with at least 7 years in a managerial role leading multi-site or regional teams.
  • Strong knowledge of industry ordinances, codes of practice, and best-in-class technical and facility management standards.
  • Outstanding leadership, communication, analytical, problem-solving, and stakeholder management skills.
  • A proactive mindset with the ability to work independently, lead change, and inspire teams through professionalism, enthusiasm, and a strong can do attitude.
  • Proficiency in written and spoken English and Chinese.
