Facilities Asset Health Management Manager

The Division

The Property Department is committed to providing integrated, customer-centric, sustainable and cost effective asset management, development management, project management and facilities management services to the key Business Units in the Club.

Job Summary

We are looking for a committed and detail minded professional to support the delivery of the Club’s Asset Health Management Plan (Civil, Structural and Architectural – CSA). The role contributes to the development and implementation of effective maintenance strategies, ensuring our assets remain safe, reliable and aligned with the Club’s long term operational needs.


You will play a key part in planning and scheduling maintenance activities, preparing documentation and reports, and monitoring asset performance to drive continuous improvement. The role also supports the establishment of a structured, data driven approach to asset health management — from condition assessment through to performance optimisation and risk mitigation.

 

In addition, you will assist in overseeing the Asset Health Management Programme (AHMP) and Condition Survey Programme (CSP) across the Club’s Facilities Management teams in Hong Kong, with future expansion into Mainland China. The Job

  • Asset Health Management (CSA)
    • Develop, implement and update CSA Asset Health Management Plans, ensuring risks are identified, assessed and mitigated throughout the asset lifecycle.
    • Review asset conditions and risk levels regularly to ensure all organisational plans address current and future asset needs.
  • Technical Governance & Compliance
    • Provide technical input to support new and existing projects, ensuring FM assets are fit for future operations.
    • Monitor changes in legislation and industry standards to ensure ongoing compliance with corporate and statutory requirements.
  • Maintenance Strategy & Planning
    • Develop and maintain the Corporate Maintenance Management and Capital Works Frameworks, including maintenance standards and lifecycle strategies.
    • Optimise maintenance plans, resources and records to ensure assets perform reliably and meet operational requirements.
  • Safety Management
    • Strengthen safety governance for all facilities maintenance and project activities, ensuring adherence to Club and statutory safety requirements.
    • Maintain and update safety standards and procedures, ensuring all works are executed safely and compliantly.
  • SOP, Policies & Procedures
    • Review and enhance existing SOPs, and develop new policies aligned with Club governance and operational needs.
    • Conduct training and briefings to ensure staff understanding and consistent implementation.
  • Service Performance & Contract Management
    • Develop SLAs with user departments, oversee SOP execution and ensure service delivery meets agreed KPIs.
    • Monitor contractor performance to ensure service quality, timeliness and budget adherence.
  • Budgeting & Resource Planning
    • Prepare and manage annual operating and capital budgets, ensuring expenditures remain within approved levels.
    • Oversee tendering, procurement and contract award processes in alignment with Club requirements.
  • Consultant & Contractor Engagement
    • Coordinate and supervise consultants and contractors to ensure service quality, programme compliance and cost control.
    • Ensure all external works meet required technical standards and performance expectations.
  • Technical Advisory & Project Support
    • Act as internal consultant on design criteria, technical drawings, specifications and tender documentation.
    • Support and monitor minor alterations, additions and improvement works to ensure timely and quality delivery.
  • Acting Role
    • Deputise for the Deputy Executive Manager, Property Facilities Technical when required.

About You

  • Degree holder in Building Surveying or a related building discipline; professional qualifications from recognised bodies (e.g. RICS, HKIS, HKIA, IFMA) are highly preferred.
  • At least 8 years’ experience in facilities or property management, with a minimum of 5 years at managerial level, and strong familiarity with building‑related technical disciplines.
  • Proven technical expertise in leading and managing complex building operations, maintenance programmes and asset upkeep.
  • Strong leadership, organizational, managerial, analytical, problem-solving, interpersonal, communication, facilitation, negotiation and presentation skills.
  • Demonstrated ability to build effective working relationships with internal stakeholders within the Club, as well as external parties including government authorities, consultants, contractors, FM service providers and suppliers.
  • Sound understanding of Hong Kong’s FM and property regulatory landscape, including planning, land, construction requirements and industry practices across consultants, contractors and suppliers.
