Legal Counsel (Wagering)

Job Summary

  • Reporting to the Senior Legal Counsel, the role provides legal advice and support to the Club’s business units, ensuring legal rights and interests are protected and operations comply with applicable laws and regulations.  The role primarily supports the wagering businesses of the Club (horse racing, football and lotteries). This includes providing legal support to the Club’s pari-mutuel pool international commingling operation, which involves partnerships with over 70 overseas racecourses, wagering operators and broadcasters from over 26 countries and jurisdictions, and is establishing Hong Kong as a global hub for wagering on the world’s top horse races. The Club is one of the largest wagering businesses in the world, with annual turnover exceeding HK$300 billion, which the Club is able to channel into contributions for the betterment of society.

The Job

  • Provide legal support to the Club on operational and project matters, including drafting and reviewing contracts, marketing materials, commercial documents, and internal policies, rules, regulations and guidelines.
  • Advise the wagering and customer-focused divisions of the Club on drafting, reviewing, and negotiating agreements.
  • Identify legal risks and collaborate with business units to develop practical risk mitigation strategies, including drafting rules and policies to adhere to  relevant laws (wagering laws in particular).
  • Advise on legal requirements for licences, permits, compliance, and corporate governance matters.
  • Manage disputes, litigation, disciplinary actions, regulatory issues, and other contentious matters, including formulating dispute resolution strategy.
  • Monitor legal and regulatory developments affecting Club operations (wagering law in particular), assess implications, and provide updates and training to business units.
  • Manage external legal counsel engagements to ensure high-quality, efficient, and cost-effective advice.

About You

  • Minimum 5 years' experience as a qualified solicitor in Hong Kong or another common law jurisdiction.
  • Ideally, wagering law-related experience, whether in Hong Kong or another common law jurisdiction, or experience advising the gaming, wagering, sports or entertainment industries.
  • Solid experience in general corporate/commercial matters and/or dispute resolution/litigation matters, gained from an international law firm or in-house role at a large organisation.
  • Commercially astute and solutions-oriented, with a proactive mindset and a strong focus on delivering practical outcomes.
  • Exceptional analytical and problem-solving abilities, capable of navigating complex challenges with clarity and precision.
  • Advanced legal drafting and reporting skills, with a keen eye for detail and accuracy.
  • Sound judgment and political sensitivity, able to provide well-rounded advice that considers the broader implications for the Club and its operations.
  • Outstanding communication and interpersonal skills, with the ability to build strong relationships and engage effectively across all levels of the organisation.
  • Self-motivated and independent, demonstrating initiative and reliability in a fast-paced environment.
  • Excellent command of the English language with the ability to communicate effectively and draft legal documents.  Chinese language skills (Cantonese and/or Mandarin) are a plus.
  • Interest in horse racing, football or sports betting is another plus.
