Manager, Finance (Capital Project Governance)

The Job

  1. Identify and oversee implementation of the capital project governance process simplification, automation, and enhancement opportunities for areas involving business case formation and assessment
    • Assist in developing and enhancing an overarching framework for optimising capital project governance processes across the Club
    • Deliver process improvement reviews in line with the above framework and roadmap. This includes unearthing improvement opportunities that are robustly supported by data and market insight. Where appropriate, the role will also facilitate implementation of capex approval frameworks, process changes through to completion
    • Identify, plan for, and coordinate execution of process automation opportunities for existing manual processes
    • Develop and implement a comprehensive benefits tracking & realization framework to ensure project outcomes are effectively monitored and achieved
  2. Prepare training materials on quality business case writing
    • Conduct a holistic review of the quality of existing capital project submissions to understand stakeholders’ general practices & capabilities
    • Seek understanding on the level of requirements from various funding endorsers and approvers (i.e. Management, relevant Committees, and Executives of different business units)
    • Collaborate with stakeholders to identify business case development requirements for new capital projects
    • Identify quality issues, gaps, or weaknesses, and propose improvement strategies
    • Develop a new comprehensive practical user guide as guidance materials for business stakeholders in preparing high-quality business cases
    • Study case submissions and develop examples of successful business cases from within our Club as part of the user guidance
  3. Deliver training sessions to business case preparers
    • Organize recurring training sessions for new joiners and those needing a refresher to ensure timely and effective delivery
    • Deliver training sessions in an engaging and informative way to cover essentials elements and common pitfalls of business case
    • Collect feedback from participants to continuously improve training content and delivery methods
    • Provide on-going support and resources to participants post-training to reinforce learning and address any queries
    • Carry out project-specific diagnostic sessions
  4. Review of Capital Project Gateway submissions
    • Support to review and provide robust challenge for CPG gateway submissions. This review will include particular focus on:
      • Strategic alignment: ensuring that any major investment demonstrates a clear link to the Club’s strategic objectives and associated KPIs
      • Options assessment: ensuring that all available options for addressing the project’s objective(s) have been dutifully explored and assessed
      • Stakeholder impact and alignment: ensuring that the project has considered the potential impacts to our key stakeholders (internal and external) and that these stakeholders have been provided an appropriate ‘voice’ within the project deliverables
      • Justification: critically assessing the business justification provided including any underlying assumptions for future economic value
  5. Support the CPG Team
    • Support in screening capital projects to ensure alignment with strategic goals and optimal resource allocation
    • Contribute to the continuous improvement of governance practices by providing insights and recommendations based on best practices and lessons learned

About You

  • Experience in evaluating major projects, with a focus on business case assessment, proposals vetting, KPIs and benefits realization framework setting preferably with exposure to large and complex technology programs
  • Experience in developing and delivering training programs, particularly in an established corporate or organizational setting
  • Experience in developing e-learning program is a plus
  • Solid understanding in waterfall and agile project delivery methodologies
  • Technical knowledge in IT and property development is a plus
