Manager, Treasury (PRC Operation & Data Analytics)

The Division

The Department

Reporting to the Deputy Executive Manager, Treasury, the Manager, Treasury (PRC Operation & Data Analytics) is primarily responsible for overseeing and managing treasury operations related to the People’s Republic of China (PRC), ensuring effective liquidity management, regulatory compliance, banking relationship management and cross-border fund flows.

The role also supports the Treasury Department in applying data analytics (approximately 20%) to enhance cash flow forecasting, risk management and management reporting.

The Job

PRC Cash & Liquidity Management (Highest Priority):

  1. Manage daily PRC cash positioning, liquidity planning and funding requirements across onshore and offshore entities.
  2. Oversee RMB and foreign currency cash flows, including intercompany funding, dividend remittance and capital injections.
  3. Support the design and operation of PRC cash pooling and centralized liquidity structures, subject to regulatory constraints.
  4. Monitor short- and medium-term cash flow requirements for PRC operations and coordinate funding arrangements with Head Office Treasury.
  5. Liaise with PRC finance teams to ensure accurate cash flow forecasting and timely fund availability.

PRC Regulatory Compliance & Controls:

  1. Ensure treasury operations comply with PRC regulatory and foreign exchange control requirements, including SAFE and PBOC regulations.
  2. Prepare and coordinate required regulatory filings, declarations and reporting related to cross-border transactions.
  3. Monitor regulatory developments in the PRC and assess potential impacts on treasury structures and processes.
  4. Support internal and external audits related to PRC treasury activities.

Banking Relationship & PRC Treasury Operations:

  1. Manage relationships with PRC and international banks, including account opening/closure, mandate maintenance and service reviews.
  2. Oversee PRC e‑banking platforms, payment processing, balance enquiries and reconciliation.
  3. Coordinate with IT and banks on system connectivity, API adoption and cyber-security controls related to PRC treasury operations.
  4. Identify opportunities to streamline PRC treasury processes, including automation and standardisation where appropriate.

Financial Risk Management (PRC Focus):

  1. Monitor FX, liquidity and counterparty risks arising from PRC operations.
  2. Support the formulation and execution of hedging strategies for RMB and other PRC-related currency exposures.
  3. Identify unusual or irregular fund movements related to PRC accounts and escalate potential risks in a timely manner.

Data Analytics & Cash Flow Forecasting:

  1. Apply data analytics techniques to enhance PRC and group-level cash flow forecasting accuracy.
  2. Support the development and maintenance of cash flow projection models, focusing on reducing forecast variances.
  3. Assist in the design of dashboards and management reports to provide insights into liquidity, funding and risk exposures.
  4. Support the migration of Excel-based reports to visual analytics platforms, where applicable.
  5. To advise the Treasury team in the optimal data structure for setting up the treasury reporting database
  6. To provide technical assistance to the Treasury team in constructing the dashboards in Tableau

Continuous Development:

  1. Participate in treasury system enhancements, digitalisation and process improvement initiatives.
  2. Share knowledge and best practices with Treasury team members, particularly on PRC treasury operations.
  3. Contribute to departmental or corporate projects as assigned.
  4. To transfer basic data management knowledge to the team members in Treasury
  5. To participate and make contribution in the Club’s strategic projects, as requested.
  6. To keep abreast of the latest financial and data technologies and their potential benefits to the Club’s treasury functions

About You

  • Degree or recognized qualifications in Finance, Accounting, Business Administration or related disciplines.
  • Candidate with qualification in Data Analytics, FinTech, Information Technology, Computer Science will be an advantage but not a must.
  • At least 4 -6 years’ relevant experience in HK or PRC cash and liquidity management, including RMB and foreign currency operations, intercompany funding and cross-border cash flows.
  • Experience in banking relationship management, particular with PRC and international banks, including account administration and e-banking platforms.
  • Exposure to financial risk management (FX, liquidity and counterparty risk) relating to PRC operations.
  • Experience in applying data analytics to treasury functions (e.g. cash flow forecasting, reporting or risk analysis) is preferred but not the primary focus of the role.
  • Prior experience in large corporations, financial institutions or organizations with PRC cross-border treasury activities will be an advantage.
  • Knowledge of treasury operations, particularly PRC cash management, liquidity planning and regulatory compliance.
  • Familiarity with PRC banking platforms and e-banking systems.
  • Working knowledge of data analytics and visualisation tools (e.g. Excel, Tableau, Power BI, Python) to support forecasting and reporting is an advantage but not a must.
  • Excellent project-planning and problem-solving skills.
  • Fluency in English and Putonghua.
