The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Division
The Audit Department is an independent assurance and advisory function to evaluate governance, risk management, and controls. The department is established by the Board of Stewards and mandated by the Audit committee to uphold transparency, accountability, and drive continuous improvement.
The Department
The Audit Department is an independent and objective assurance and advisory function established by the Board of Stewards and mandated by the Audit Committee ("AC") to add value and improve the club's. Audit has full access to the Club's records and properties to carry out its responsibilities, which include evaluating the effectiveness of Club's governance, risk management, and control processes. The department has five teams, each led by an Executive Manager, Audit, and is governed by an annual Audit Plan approved by the AC. Audit follows the International Professional Practices Framework and the Audit Manual and maintains an audit quality assurance and improvement program. Audit works closely with Management and liaises with the Club's external auditor.
The Job
- Fulfil the audit mandate as set out in the Audit Charter, including strategic planning, direction, focus and priority setting, quality management, as well as organisation and resources deployment within Audit. [All]
- Coordinate the annual audit planning exercise and preparation of the Audit Plan for responsible audit portfolio, ensuring proper coverage and prioritisation of the audit activities to reflect the Club's changing business environment and operations with reference to the corporate strategies, and taking into consideration Management's needs without compromising Audit's independence. - Lead a team of professional staff/auditors and directing and overseeing the audits of responsible Divisions/Departments and projects to ensure proper discharge of the Audit Charter and the Audit Plan. This includes management of the audit team and hands-on involvement to objectively and professionally plan, execute and report on the assigned audits or other engagements (including operations audit, project audit, agreed-upon procedures audit, incident audit and advisory), as well as follow up on the addressing of audit issues raised, and apprising the Audit Management of on-going audit progress, issues and concerns. - Advise and collaborate with Management of responsible Divisions/Departments to identify opportunities/ options in addressing risk and control issues, with the objective to better their systems of internal controls, processes, policies and procedures. The job holder must ensure Management is aware of Audit's independence and objectivity requirements. [All] In the capacity of Audit's subject matter expert, act as the main relationship manager with the relevant business stakeholders and apprise HA and EMA of on-going project progress, issues and concerns on strategic/major projects. - Develop, coach and nurture Audit staff to raise their audit and non-audit (e.g. soft skills) proficiencies, as well as their core business operations knowledge. [All]
- Prepare Audit's reports and papers for submission to the AC. [Designated]
- Participate in the audit quality assurance team to perform the review and update of the Audit Manual on an annual or as needed basis to ensure continued appropriateness in line with the Standards and Code of Ethics and the AC's and CEO's expectations, and to undertake and complete the audit quality assurance and improvement programme on an annual basis. - Support in the integrated business planning process and prepare the Department Operating Plan ("DOP") for Audit, including manpower plan, capex and opex budgets, and key performance indicators ("KPIs"). [Designated]
- Lead / support / Participate in project team(s) to develop and deliver initiatives on audit automation and audit data analytics and enhancements to the enterprise-level Governance, Risk and Compliance System for continuous improvement of audit effectiveness and efficiency and fulfil other relevant Audit KPIs. About You
- Minimum 10 - 12 years of internal auditing or related experience, with excellent knowledge of financial, operational and/or information system auditing and hands-on experience in leading and managing complex audits.
- Proven record in internal control evaluation and risk assessment at sizeable public accountant firm(s) and/or multinational corporate(s).
- Relevant professional qualification(s) such as CA/CPA, CIA, CISA, CISSP, ACFE, etc.
- Other technical qualifications such as CISSP, APM, PMI, Civil Engineering, Surveying, etc.
- China construction experience preferable.
- Agile project experience preferable.
