Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division

The Special Project Department leads the integrated Conghua Racecourse (CRC) business strategy, consolidating cross-functional workstreams to build a cohesive, integrated and sustainable business model, enabling CRC to become the foundation of the Club’s long-term development in the Greater Bay Area.

Job Summary

The job holder will report to Senior Manager, Special Project. Working closely with Special Project workstream leads from different business units, the job holder will be a key member of the Special Project Intergated PMO team in supporting PMO activities assigned independently – including workstream support, process design, action / issue / risk tracking, status reporting, integrated timeline management, readiness assessment, etc.

The Job

• Project Planning & Scheduling: Define objectives, scope, workstreams, timelines, milestones, and dependencies. Maintain integrated schedules and manage change control.
• Governance & Organization: Establish project structure, roles, responsibilities, and governance frameworks. Facilitate regular meetings and enforce control measures.
• Business Architecture & Operating Model Design: Analyze current state, benchmark market practices, and design future-state business architecture and operating models. Develop integrated implementation roadmaps.
• Solution Design & Delivery: Gather requirements, design business solutions (IT and non-IT), evaluate options, build business cases, and define deliverables. Apply agile, pilot, or POC approaches where appropriate.
• Change Management & Risk Control: Conduct impact analyses, develop change frameworks, and manage risks/issues through standardized tools and reporting.
• Status Monitoring & Reporting: Track progress, prepare reports, and present updates to stakeholders. Recommend mitigation strategies for risks and issues.
• Strategic Advisory: Perform studies (e.g., build vs. buy, insourcing vs. outsourcing), advise on process improvement, automation, and AI opportunities.
• Vendor Management & Benchmarking: Oversee external vendors/consultants and research best practices in business and digital transformation.

About You

• University degree in Business, IT or other relevant disciplines
• At least 6 years of demonstrable experience as a hands-on business project / PMO lead running sizeable projects in service, hi-tech or financial industry
• Strong planning, organisational, analytical and communication skills
• Good understanding of business operations in Mainland China
• Good understanding of the HKJC internal processes will be an advantage
• Professional qualifications in project management (e.g. PMP) and / or process improvement (e.g. Six Sigma) preferred but not mandatory
