Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Division
The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security and Information Security Risk & Assurance functions.
Job Summary
The role focus on implementing and maintaining the organization’s BCM framework to ensure operational resilience. The position develops and updates continuity plans for critical processes, conducts risk assessments, and coordinates BCM testing and exercises. It drives compliance with regulatory requirements, facilitates cross-functional collaboration, and promotes awareness to embed a resilience culture across the enterprise. The role also supports integration with operational resilience initiatives, monitors emerging risks, and recommends process improvements. Success requires strong leadership, analytical skills, and the ability to manage complex projects under tight timelines.
The Job
BCM Framework & Policy Execution
- Assist in implementing BCM policies, standards, and governance structures across business units.
- Support the Head of BCM in establishing and managing the BCM Committee and its Terms of Reference.
- Maintain record of BCM framework and ensure compliance with regulatory requirements.
Risk Assessment & Gap Analysis
- Conduct business impact analyses (BIA) and risk assessments for critical processes and identify vulnerabilities and recovery priorities.
- Identify gaps between business requirements and IT disaster recovery capabilities.
- Prepare reports and dashboards for management on BCM risk posture and progress and provide recommendation on remediation plans.
- Work with IT and business units to develop remediation plans and monitor progress to address identified gaps.
Business Continuity Planning
- Lead the development and maintenance of BC plans for critical business processes.
- Ensure plans include manual workarounds for non-IT disruptions.
- Coordinate regular testing and validation of BC plans, including scenario-based exercises.
- Track and report on BCM readiness metrics and testing outcomes.
Stakeholder Engagement
- Facilitate the liaison between business units, IT, and senior management to ensure BCM alignment and readiness.
- Manage relationships with external vendors and regulators for BCM compliance and best practices.
- Develop and drive training and awareness programs to embed BCM culture across the Club.
- Coordinate cross-functional workshops and scenario planning exercises.
Continuous Improvement
- Benchmark BCM practices, emerging risks and trends against industry standards and regulatory expectations.
- Identify and recommend enhancements to BCM processes, tools and technologies.
- Support initiatives to integrate BCM with broader operational resilience functions.
About You
- Bachelor’s degree in Business Administration, Risk Management or related field.
- A minimum of 8 years of relevant experience in business continuity, risk management, or operational resilience.
- Strong knowledge of BCM frameworks, IT disaster recovery, and risk assessment methodologies.
- Proven ability to manage complex projects and coordinate cross-functional teams.
- Proven track record in implementing enterprise-wide BCM frameworks and governance structures.
- Experience in drafting and enforcing BCM policies and ensuring regulatory compliance.
- CBCP (Certified Business Continuity Professional) or MBCI (Member of the Business Continuity Institute) is an advantage.
- PMP or PRINCE2 for project management capability is preferred.
