Senior Manager, Charities (Foster Care)

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Division
The Charities and Community (C&C) Division manages strategic planning, grant donations, impactful project initiation, community engagement, and the day-to-day operations of the HKJC Charities Trust. C&C works with the Government, NGOs, and community partners to proactively identify root causes of social issues and address them through innovative approaches and cross-sectoral collaboration.
The Department
Reporting directly to the Head of Charities/Executive Manager, Charities or their delegate, the job holder is responsible for:
- Managing the Trust-initiated Project ("TIP") on the "Enhancing the Trajectory of Out-of-Home Care Children and Youth - Track Two in Foster Care" and other Trust-funded projects
- Establishing strategic partnering network to ensure effective delivery and amplify project's impact and its sustainable development
- Performing the strategic portfolio management by overseeing other approvd grant initiatives related to the TIP to build synergy and optimise grant potentials
- Initiating, developing, and implementing new initiatives or projects under the "Education, Children & Youth in Families, Fairer Opportunities" theme
The Job
- Work in partnership with diverse partners and stakeholders in project management, including seasoned professionals from education, business, NGOs, government, and academia.
- Build synergy among project partners and coordinate working groups comprising of incubation team, NGOs, program evaluators, and co-creators of the TIP.
- Facilitate thought leadership and alignment across all TIP partners to ensure successful project delivery.
- Oversee the design, development, and implementation of the Project's interventions, including the Community-Home Opportunity Structre ("COS") with Individualised Development Plans ("IDP") and the Social Capital Platform ("SCP"). Lead the Family Reunion Programme, Family Engagement Programme, and Age-Out Support.
- Manage change catalysts, such as Trajectory Development Managers and program protocols, while also leading capacity building, research, and evaluation efforts.
- Coordinate with internal and external stakeholders to ensure the successful delivery of these interventions.
- Perform the strategic portfolio management by overseeing other Trust supported strategic "Education, Children & Youth in Families, Fairer Opportunities" initiatives to amplify impact of the TIP and other related grants.
- Consolidate learning insights for sharing with relevant stakeholders on a regular basis.
- Develop new grants as needed to actualise emerging potentials.
- Engage and manage internal and external stakeholders to ensure effective delivery.
- Includes but not limited to the Club Branding and Public Affairs in strategic communciations and promotional campaigns; exsternal consultants responsible for branding, technology experts and/or programme execution, and service providers.
- Engage government officials to facilitate impact creation and system change.
- Develop and implement project governance and controls to ensure effective execution, including managing the advisory committee, the incubation and supporting partners, and various taskforce groups.
- Monitor the progress of anticipated output and outcome, budget spending, handle budget virements and manage project evaluation and impact assessment.
- Prepare papers and compile statistical/financial/progress report, as well as report on special situation and make recommendations to Management, and/or Donations Committee, and/or Board of Trustees.
- Represent the Trust in activities related to the TIP including ceremonies, and related functions as part of the ongoing monitoring process and stakeholder engagements.
About You
- Minimum of 8 years' relevant work experience, with 5 years at mid-senior level, preferably in the social welfare, poverty, public administration, consulting, human resources, financial or charity and grant-making field
- Proven track record and experience managing complex and/or large-scale projects
- Knowledge of research, evaluation and data analysis is a big plus
- Demonstrate passion, experience and insight in the changing need of the poverty population
- Extensive experience in dealing with different stakeholders, such as government officials, NGOs, consultants, business, branding agencies, etc.
- Strong project development and management, cross-sectoral stakeholder management, collaboration, and influencing skills
- Analytical and quantitative skills, including analysis for budget management and KPI tracking
- Excellent communication and interpersonal skills, and proficiency in both English and Chinese writing
- Team leadership and people development experience
- Solid experience in marketing of social/community service a plus
