Senior Manager, Charities

The Department

Reporting directly to the Head of Charities (Positive Ageing & Elderly Care; and Healthy Community) or Executive Manager (Positive Ageing & Elderly Care), the job holder will have the primary duty in managing the overall planning, development and implementation of the Broadening Outreach Scheme to provide funding and capacity building to small non-profit organisations (the Scheme).

The Job

  • Conducting background research; identifying and inviting potential agencies to join the Scheme through sector-specific engagement.
  • Working closely with Scheme partners to review organisational governance and control and ensure organisational health checks. Identifying any red flags (including governance and control) for consideration.
  • Initiating and assessing funding applications before making recommendations to the Executive Director, Charities and Community. Ensuring that the reviewed and recommended applications meet community needs and comply with the Scheme's policies and guidelines.
  • Co-developing new initiatives and exploring opportunities for collaboration with small non-profit organisations to address emerging and diverse community needs through charity contributions, and facilitating networking opportunities for small non-profit organisations to build social capital and foster collaboration.
  • Proposing appropriate conditions for grantees, monitoring spending of donated funds, handling budget virements, assisting in compiling statistical/financial/progress reports and project updates, and reporting on special situations with recommendations to management.
  • Monitoring approved projects to ensure they are implemented and completed according to schedule, pledged output and outcomes, and within the original agreed scope and budget. Handling other project management and administrative matters such as publicity, database maintenance, impact measurement, correspondence handling, record maintenance and arrangement of meetings.

About You

  • Must have a minimum of 10 years' relevant experience, with at least 6 years at a senior level, preferably in the field of social sciences, social welfare, health or charity and grant-making.
  • Must have extensive experience in dealing with different stakeholders, such as non-profit organisations, government officials, academic bodies and local foundations in relation to philanthropic matters in Hong Kong.
  • Good communication and writing skills in both English and Chinese.

Terms of Employment

The level of appointment will be commensurate with qualification and experience.
