Senior Manager, Charities

Job Summary

The job holder is primarily responsible for reviewing, analyzing, and developing funding applications to the Culture Programme team to make informed recommendations to the management. This involves ensuring that applications meet community needs and comply with the Trust's policies and guidelines. The job holder will seek out new initiatives and explore collaboration opportunities with various stakeholders, including government entities and non-government organizations, to address emerging community needs. Additionally, responsibilities include proposing conditions for grantees, monitoring project implementation, and overseeing budget management while engaging in stakeholder activities and supporting the Department's strategic objectives for social impact.

 

Major Tasks

  • To initiate and assess funding applications with a view to make recommendations to the Executive Director, Charities and Community for consideration; and to ensure the applications being reviewed and recommended are able to meet the community needs and in compliance with the Trust’s policies and guidelines
  • To seek out new initiatives and explore opportunities of collaboration with the Government, tertiary institutions, and non-government organisations to meet the emerging and various needs of the community through charity contributions
  • To propose appropriate conditions to be followed by grantees, and monitor spending of donated funds, handle budget virements, assist in compiling statistical/financial/progress reports and project updates, as well as report on special situations and make recommendations to management
  • To monitor approved projects to ensure that they are implemented and completed according to schedule, pledged output and outcome, and within the original agreed scope and budget
  • To represent the Trust in activities in relation to his/her respective projects including ceremonies, Voting Member Visits, Community Day and other related functions as part of the ongoing project monitoring process of approved projects, stakeholder engagement and new project development
  • To perform other activities ranging from background research on proposals, to drafting articles and speeches for publicity events as required by the Trust
  • To lead development and implementation of strategies on respective themes for greater social impact    
  • To plan and oversee professional development of supporting team members          
  • To lead or support Cultural Transformation initiatives, and cross-team and cross-theme collaboration effort.        

Education

  • Bachelor degree in any related disciplines.

Experience

  • Minimum of 10-12 years’ relevant experience, with 7 years at a senior level, preferably in the social welfare, education, sports/arts/public administration or charity and grant-making field, or any other sectors in relation to different subject matters under the HKJC Charities Trust’s funding ambit
  • Extensive knowledge of one or several sectors under the HKJC Charities Trust’s funding ambit
  • Extensive experience in dealing with different stakeholders, such as government officials, district boards, academic public bodies and local foundations in relation to philanthropic matters in Hong Kong
  • Social policy analysis, project development and management skills
