Senior Manager, MCE Project Management Office

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division

The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.

The Department

The MCE Project Management Office (PMO) drives the development and implementation of divisional strategies, key initiatives, and change programmes.

The job holder serves as the primary contact for divisional projects and programmes, and is responsible for developing frameworks, models, and approaches that enable effective delivery of these initiatives in collaboration with internal stakeholders across the MCE division. He/she also works closely with business units and support functions, including Finance, HR, Property, Procurement, and Corporate Affairs, to ensure alignment between business objectives and operational execution.

Depending on project needs, the role may involve hands-on support in areas such as process mapping, testing coordination, and detailed implementation planning. The job holder will also manage relationships with external vendors, consultants, or specialists as required to ensure successful project outcomes.

The Job

  • Project Management and Development
    • Assist Executive Manager, Business Strategy & PMO in business planning, business development and project co ordination for key projects
    • Oversee project planning by evaluating capabilities, resources, risks, and timelines
    • Define and support in development of strategic project roadmap and ensure quality deliverables and address emerging issues
    • Recommend strategic initiatives, prioritisation criteria and implementation approach 
  • Strategy / Change Implementation
    • Project planning / scheduling 
    • Establishment of project organisation and governance
    • Design and implementation of business and operating models
    • Risk / issue / action identification and tracking
    • Status monitoring and reporting
  • Project Planning / Scheduling
    • Define project objective and scope
    • Define major workstreams
    • Establish project timeline of individual workstreams and define key project milestones and dependencies 
    • Establish integrated project schedule across workstreams and define the update cycle
    • Maintain integrated timeline and ensure proper change control as the project proceeds 
  • Establishment of project organisation and governance
    • Establish project organisation and define key roles & responsibilities
    • Establish and enforce project control and governance framework / measures
    • Establish reflular project meetings and terms of reference
  • Design and implementation of business and operating models
    • Review as-is and design target business outcome
    • Establish integrated transformation roadmap
    • Identify and provide advice on business opportunities
  • Status Monitoring and Reporting
    • Perform regular review and reporting of Membership Strategy project status at overall and workstream levels
    • Identify key risks / issues and recommend mitigating measures
    • Present regular status and risk summary to project steering and project owners / sponsors 
  • Others
    • Develop capability of team members to perform the task above in an ongoing bases
    • Perform research and benchmarking on market best practices re business and digital.transformation, and recommend application / adaptation in the Club
    • Manage performance of external vendors/consultants 

About You

  • Bachelor's degree in business management or related discipline
  • At least 15 years relevant experience in leading high performing teams in business process improvement, strategy development and large-scale business transformation projects in top-tier companies
  • Experience with working in leading consulting firms and in-house business / project / change management preferred but not necessary
  • Knowledge and experience in project management is a must (at least 5 years in managerial role)
  • Strong planning, organisational, analytical and communication skills
