The Division
The Property Department is committed to providing integrated, customer-centric, sustainable and cost effective asset management, development management, project management and facilities management services to the key Business Units in the Club.
Job Summary
Reporting to the Head of Property Facilities Management (HPFM), the Deputy Executive Manager, Property Facilities Technical Services (DEMPFTS) plays a critical role in leading the technical services team to ensure the reliability, safety, and long-term performance of the Club’s property portfolio. In addition, the role supports the HPFM in driving the successful implementation of the Asset Health Management Programme and Condition Survey Programme across all Facilities Management (FM) teams, including Membership Facilities Management, Tai Kwun, Kau Sai Chau Golf Course, and subsequently our expanding network in Mainland China, such as the Conghua Racecourse, Beijing Clubhouse, corporate offices, and other facilities.
This position is responsible for providing strong technical leadership, setting standards, ensuring compliance, and uplifting engineering capabilities across the region. Key responsibilities include leading multi-disciplinary technical teams, managing CAPEX-related support, maintaining SOPs, driving sustainability and energy initiatives, and enhancing the overall technical competence of the FM organisation.
The Job
- Corporate Oversight & Governance
- Provide oversight of Asset Health Management Plans (AHMPs) and technical support across all FM teams. Conduct regular reviews on system performance, CAPEX, asset replacement plans, contractor performance, and annual budgets.
- Customer-Centric Facilities Management
- Drive a service-oriented mindset across FM teams. Translate business needs into service standards (SLAs), improve user experience, and proactively manage service quality, feedback, and continuous improvement.
- Asset Management & Risk Control
- Lead the development, review, and execution of Integrated AHMPs. Ensure asset risks are identified, assessed, and managed in line with operational and financial plans.
- Condition Surveys & Strategic Planning
- Oversee condition survey programs to assess asset conditions, maintenance needs, compliance, and performance. Provide independent professional recommendations on repairs, maintenance, and replacement.
- Implementation & Project Execution
- Plan and deliver asset replacement programs aligned with 5- and 10-year plans and annual budgets, ensuring minimal disruption to operations.
- Operational Support (Raceday Duties)
- Support race-day operations, incident management, and business continuity planning to ensure operational readiness and minimal disruption.
- Safety & Compliance
- Ensure all operations and projects comply with safety standards, statutory regulations, and internal policies. Manage and report all safety-related incidents.
- Performance & Quality Management
- Establish and monitor performance frameworks for contractors and FM operations, using data-driven insights to enhance productivity and efficiency.
- Technology & Innovation
- Drive adoption of smart technologies to improve reliability, sustainability, and operational efficiency.
- Training & Talent Development
- Build team capabilities through structured training, succession planning, and performance management to ensure continuous growth and business continuity.
About You
- Degree in Mechanical Engineering, Marine/Naval Engineering, Architectural Engineering, Building Surveying, Electrical/Electronic Engineering, Building Services Engineering, or equivalent
- Professional membership (e.g. IFMA, RICS, HKIE, BSOMES, CIBSE, ASHRAE, HKIA, RIBA, CIOB, or equivalent)
- 10+ years of experience in technical and facilities management, with at least 7 years in a managerial role
- Proven experience in managing and maintaining mission-critical assets (e.g. sports complexes, hospitality facilities, audio-visual systems, and club operations)
- Strong track record in maintenance management, including leading multi-disciplinary and cross-divisional teams in large-scale theme park or mega-resort operations
- Strong technical expertise in building operations, maintenance, and asset management
- Excellent leadership, organizational, analytical, problem-solving, and communication skills
- Strong interpersonal, facilitation, negotiation, and presentation abilities
- Proven ability to build and maintain effective relationships with internal and external stakeholders, including government authorities, consultants, contractors, FM providers, and suppliers
- Ability to work independently, drive change, and demonstrate business maturity with a proactive, can-do attitude
- Good knowledge of the HKSAR FM industry, including regulations related to planning, land, and construction, as well as the consultant, contractor, and supplier landscape
