Senior Manager, Strategic Procurement (Integrated Facilities Management, MEP)
The Department
The Strategic Procurement Department is focused on delivering effective business solutions through a strategic management approach of our costs, our supplier base and the continuous improvement of our administrative initiatives.
The Job
You will:
1.Responsible for procurement demand planning of MEP and Sustainability R&M and CCE related sub-categories across the entire business and ensure Procurement’s early involvement:
- Conduct demand planning on a regular basis for the sub categories within MEP and Sustainability cluster drive actions associated with spend analysis and ensure appropriate category knowledge and data are maintained, incorporated into the strategies, and shared
- Manage demand and ensure sub-category plan to meet project requirements
2.Develop and implement sub category plans within MEP and Sustainability cluster which ensures supply availability, meets quality standards, and delivers best value to the Club:
- Identify potential targets for opportunity improvements and deliver year-on-year benefits for the MEP and Sustainability
- Define MEP and Sustainability sub-categories strategies and objectives considering Business / User departments’ target
- Proactively engage with key stakeholders to develop, communicate and obtain support for innovative and rigorous procurement and category management strategies
3.Ensure Club's future growth needs are supported:
- Develop sourcing strategies together with the DEMSPRO (IFM) to identify new market trends to expand/consolidate current supply base to support future needs
- Support the DEMSPRO (IFM) to manage supplier portfolio to ensure required capabilities are in place and an appropriate balance between collaboration and competition is achieved
4.Develop and maintain strong supplier relationships that make the Club a customer of choice:
- Develop and manage strategic relationships with an optimum number of suppliers:
- Introduce key performance measures for selected supply categories and assessment tools to measure continuous improvement
5.Support the DEMSPRO (IFM) with FM team transformation, manage changes in transformation journey, and provide up-to-date professional expertise and advice on procurement transformation:
- Drive deployment of procurement transformation to the category team and enable achievement of transformation objectives
6. Manage sourcing and procurement operations and ensure they are transparent and auditable
- Ensure procurement strategies are aligned with published governance levels
- Manage procurement process in line with internal controls and governance
7.Ensure reliability of supply chain:
- Develop market intelligence on existing and potential suppliers
- Source and prequalify suppliers in liaison with business stakeholders
8.Implement the Commercial and Contract Administration:
- Develop and maintain the cost database for MEP and Sustainability sub-categories
- Review the cost estimation on MEP and Sustainability related purchase
About You
You should have:
- Degree holder with professional qualification in Procurement, Engineering, Supply Chain or Business Administration (e.g. HKIS, RICS, HKIE, CIPS or equivalent)
- Minimum 10-12 years of experience
- Technical expertise (breadth and depth) in portfolio/specialist areas (MEP, FM and/or Construction)
- Strong knowledge of strategic sourcing / procurement and commercial & contract management tools and techniques
- High level of integrity, work ethics and good moral values
- Familiar with e-Procurement system development and operation
- Experience in
- Working with consultants, contractors and suppliers
- Managing suppliers as partners and developing suppliers relationships
- Serving as a Strategic Procurement Manager
- Contract Management and cost estimation & benchmarking
- Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties
- Project management experience is preferred
- A competent understanding of financial information
- Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus
