Senior Officer, External Affairs (Betting Licences)
Job Summary
The Corporate Affairs (CA) Division strengthens the strategic development and positioning of the Club as a world-class racing Club and charity organisation, through engaging key stakeholders in both Hong Kong and the Mainland, and maintaining efficient and effective corporate communications. The job holder assists in creating and executing stakeholder engagement strategies for building relationships with government entities and supporting the Club's betting businesses. Responsibilities include preparing materials for meetings with officials, advising on event attendance, and coaching team members. Additionally, the job holder contributes to the Club's responsible gambling efforts by working on the independent Responsible Gambling ("RG") study, managing the RG Committee's secretariat, and researching gambling-related issues. The job holder also supports the CARE Volunteer Team by managing volunteer activities, exploring new service opportunities, and reviewing the volunteer strategy for long-term growth.
Major Tasks
- Assist in formulating and implementing comprehensive stakeholder engagement strategies for EA to develop an effective and reliable network of relationship with HKSARG.
- Assist in devising stakeholder engagement strategies and action plans in support of the Club's initiatives and operations to gain stakeholders' general support for the Club's betting and related business.
- Prepare written and presentation materials for meetings with government officials and District Council Members or other external stakeholders related to the Club as well as arranging briefings and meetings for local stakeholders as and when appropriate.
- Advise seniors on attendance of the Club's sponsored activities and events in accordance with relevant district event protocols and local political climate; and coach junior team members as and when appropriate.
- [For Responsible Gambling] Assist SMEA(GR) in working with an external consultant to prepare the independent Responsible Gambling ("RG") study on global practices and regulatory trends, with a view to make recommendations to the senior management on further enhancing the Club's responsible gambling policies and practices as necessary.
- [For Responsible Gambling] To assist in driving and handling the secretariat work of the RG Committee, e.g. making plans to ensure that it can best serve its objective of continuously upholding the Club's RG standard, as well as lining up meetings, preparing agendas, papers, presentations, Minutes and other relevant documents. To assist in gathering views from RG Members and making recommendations to Chairman of RG Committee.
- [For Responsible Gambling] To assist in closely monitoring the relevant landscapes and conducting research and studies on RG, illegal gambling and other betting related issues for developing effective strategies to address and mitigate the risks brought by illegal gambling to the Club's future business.
- [For CARE] Support the management of the CARE Volunteer Team and to promote Club's employee volunteering; to plan and implement suitable voluntary service programmes by taking the Club's business interests, district politics and sensitive social issues into account.
- [For CARE] Help explore new opportunities for service delivery; design volunteer service programmes in collaboration with community partners; and review the voluntary service strategy on a regular basis for the long-term development of the CARE Volunteer Team through in-depth research.
Education
A recognised university degree in communications, public relations, pubic administration, business studies, external affairs and/or any other related discipline
