The Division
The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security and Information Security Risk & Assurance functions.
Job Summary
The job holder will assist in supporting the integrity of racing in Hong Kong and Mainland China by managing, and ensuring the effectiveness of the team conducting intelligence projects assigned by management with a view to identify integrity risks/threats to racing. He/She is responsible for conducting thorough intelligence projects assigned by management; and compiling tactical and strategic investigation reports and intelligence briefs with a view to identifying integrity risks/threats to racing. He/She will also assist in conducting data analysis in the support of due diligence and research projects.
The position is based in Hong Kong, with travel to CRC and other Mainland China locations required to complete core functions as outlined in the job description, with travel expected to account for approximately 30% of the role.
The Job
- Supports the continued integrity of racing in Mainland China and Hong Kong by:-
- Having a thorough understanding of investigative techniques, collection and preparation of evidence, principles of Natural Justice and Procedural Fairness, and relevant Mainland China legal and enforcement procedures.
- Investigating suspected bribery, corruption, illegal betting, improper racing conduct, under-the-table ownership and other integrity issues relating to horse racing operations and businesses as directed by DEMRSIA and EMRSIA.
- Managing Mainland China-related racing integrity cases, including conducting enquiries arising from or connected with CRC, Mainland stakeholders, racing participants, contractors, suppliers or other external parties.
- Conducting interviews with complainants, witnesses, victims and/or subjects of investigations and compiling investigation reports with sound findings and recommendations
- Preparing professional reports, case summaries and briefing materials in both Chinese and English for senior management and relevant committees.
- Detects criminal-related interference and minimises potential threats, both internal and external, to racing integrity through:-
- Attending Race Day Duty in both Hong Kong and Conghua and conducting monitoring with a view to identify threats to the Club’s integrity in racing, betting, membership and wider areas of operations.
- Supporting field enquiries and operational deployments at CRC and other Mainland China locations should integrity concerns arise.
- Collating, evaluating and analysing information for accuracy, reliability and relevance in assessing racing integrity risks and concerns.
- Conducting social media research, background profiling, intelligence-led research and monitoring activities.
- Manages and develops Mainland China racing integrity intelligence and stakeholder engagement by:-
- Identifying integrity threats from any patterns of analysis, or supporting data, or through trends identified which may include criminal organisations and illegal betting activities.
- Collecting and analysing relevant information and data from Hong Kong and Mainland China to support RSIA in intelligence-led decision making.
- Developing and maintaining effective working relationships with relevant Mainland China stakeholders such as law enforcement agencies, regulatory authorities, racing stakeholders and other strategic partners as directed by management.
- Supporting ongoing liaison and information exchange with Mainland China stakeholders in a professional, lawful and appropriate manner.
- Reporting findings of any threats to racing integrity with sound recommendations to DEMRSIA and EMRSIA.
- Provides operational support to racing integrity-related projects and investigations in Hong Kong and Mainland China by:-
- Conducting racing integrity-related intelligence projects that are aimed at identifying threats, (both internal and external), to the integrity of racing.
- Providing anti-bribery and integrity assurance support to the Racing Division and other relevant business units.
- Providing support to other Security and Integrity units where Mainland China knowledge, Mandarin communication, investigative expertise or stakeholder engagement is required.
- Supporting integrity training, awareness and capability-building initiatives relating to Mainland China racing integrity matters.
- Attaching to or leading stables compliance patrols to gather frontline intelligence and insights from on-the-ground operations.
About You
- A bachelor’s degree in any discipline or other tertiary education.
- A minimum of five years of experience in investigation, due diligence, research, intelligence work, regulatory enforcement, law enforcement, compliance, anti-corruption or related fields.
- Sound understanding of Mainland China’s legal system, regulatory environment and enforcement procedures.
- Previous experience in Mainland China law enforcement, regulatory agencies, court-related work, anti-corruption, customs, public security, discipline inspection, or relevant regulatory enforcement is an advantage.
- Strong investigation, research, analysis, interviewing and reporting skills.
- Proficient in MS Office tools and capable of using information management, research and analytical systems.
- Fluency in both written and spoken English and Chinese; native or near-native Mandarin is a definite advantage.
- Experience in horse racing, sports integrity, betting integrity or cross-border investigations is an advantage.
