Manager, Incident Management & Crisis Management

The Division

The Security, Integrity and Information Security (SIIS) Division is responsible for the Club’s integrity by combatting criminality, corruption, and information security risks, including cyber security that may impact business. Through robust governance and proactive security measures, SIIS is dedicated to maintaining a secure environment and upholding uncompromising integrity across Club operations.

Job Summary

This role is a critical contributor to the success of Emergency Response and Resilience Team for either the Club-wide Incident Management & Crisis Management (IMCM) Programme or Emergency Response and Resilience (EP&R). The job holder focuses on IMCM plays a key role in monitoring the environment, coordinating with Club departments to ensure preparedness for IMCM, and supporting responses to live incidents. Regarding EP&R, one involves in the Fire and Emergency Management Committee and Pandemic Management Committees, with responsibility for ensuring the readiness of Corporate Security and wider HKJC stakeholders to manage emergency situations on both Race Days and non-Race Days. Additionally, the job holder supports Corporate Security operations, particularly in Spectator Safety Management, and contributes to training initiatives, exercise planning, SOP development, and overall emergency preparedness.

The Job

  • Training: EP&R members support in the design and deliver training programmes for Corporate Security front-line staff, contractors, and Security Control Room staff on Emergency Response Standard Operating Procedures. Support training and exercising of Fire Wardens and fire drills, and IMCM members focus on IMCM awareness sessions for stakeholders.
  • Exercise Planning: As part of the preparedness of Corporate Security and wider Club stakeholders, plan and implement emergency response exercises at various levels with internal and external stakeholders (including Emergency Services). Support Incident Management Team training and exercising as part of the Club-wide IMCM Programme for IMCM member.
  • Emergency Response Standard Operating Procedure planning, writing and quality assurance: Plan, write, and ensure quality assurance, support the continuous improvement of Emergency Response SOPs, working with multiple stakeholders across Corporate Security and the Club. Integrate IMCM plans into SOPs for consistency.
  • Operations: Provide situational awareness of potential risks to Club operations and EP&R to support Race Day operations as part of the Spectator Safety Officer roster. Assist in monitoring the environment for potential impacts and keep stakeholders updated.
  • Projects as part of the continuous improvement of the Club's preparedness: Manage projects (internal and with consultants) to improve preparedness, including new business initiatives such as Alley Oop (Basketball) and Mainland CRC Racing 2026 especially for IMCM focus.
  • Relationships: Building and maintaining good relationships both within and outside of Corporate Security and the wider Club, including but not limited to Emergency Services, Property, Finance, Procurement and IT.
  • Emergency, Pandemic and Spectator Management (EP&R): Support in the management of the for Fire and Emergency Management across all the Club's Infrastructure and relevant Management Committee, and working across stakeholders in the implementation of the requirements of relevant standard. Besides, support designing, delivering, and maintaining the Spectator Management programme and participate in the duty roster for Race Days.
  • IMCM Programme Support and Plan Maintenance (IMCM): Act as a functional expert throughout the lifecycle of live incidents, including triage, IMT activation, impact assessment, process support, record and situation reporting, post-incident review and follow-up activities. Besides, ensure the IMCM Plan is updated fit for purpose and ready to respond to any type of incident, as well as managing related tasks.
  • Integration with BCM (IMCM): Support integration of Emergency Plans and IMCM into the Club-wide Business Continuity Management Policy and Plan to strengthen resilience.

About You

  • A university degree in any discipline

  • A minimum of five years of experience (for EP&R) in security operations and/or actively developing and supporting emergency / resilience programmes, (for IMCM) with 2-3 years’ experience in all aspects of Incident and Crisis Management.

  • Experience in Racing/ Sport/ complex security operations and/or Spectator Management nice to have.

  • Professional qualification in related disciplines such as CPP.

  • Relevant Security, Resilience, IT, Cyber Security and / or Incident Management qualifications an advantage.
