Assistant Manager, Data Office (Governance) (2-year contract)

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Department
The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.
The Job
Data Governance Adoption Delivery
- Coordinate and support adoption of Data Governance frameworks, standards, governance services and governance initiatives across business and technology teams.
- Organise stakeholder engagement activities, workshops, communications and governance awareness programmes to encourage participation and adoption.
- Track adoption progress, identify barriers, gather stakeholder feedback and recommend practical improvements.
Data Literacy and Governance Enablement
- Support Club-wide Data Literacy and governance awareness initiatives by incorporating governance responsibilities, ownership concepts and good data practices into learning and engagement activities.
- Assist with onboarding and engagement of Data Owners, Data Stewards and governance participants through role-based guidance and enablement materials.
- Develop presentations, communications and practical guidance to promote responsible use of data, analytics and AI.
Operationalization Support
- Work closely with the Operationalisation Lead to support rollout of governance processes, templates, playbooks and operating procedures.
- Assist with stakeholder onboarding and practical implementation of governance requirements within business and technology teams.
- Support continuous improvement activities by identifying operational challenges, lessons learned and adoption opportunities.
AI Enablement and Productivity Support
- Leverage Microsoft Copilot, Generative AI and automation tools to enhance governance analysis, research, reporting and communication activities.
- Support governance and awareness activities related to AI, analytics and emerging technologies.
- Identify opportunities to improve governance effectiveness through automation, reporting and productivity solutions.
Governance Coordination and Reporting
- Support governance forums, working groups and stakeholder meetings through preparation of materials, action tracking and follow-up activities.
- Maintain governance records, reporting dashboards, status updates and supporting documentation.
- Coordinate governance-related activities and provide delivery support across Adoption, Operationalisation, and other Data Governance initiatives.
Data Governance Meeting Secretariat Support
- Challenge clarity, completeness, risks, and options before escalation.
- Ensure alignment to governance policy and tolerance.
- Maintain traceability from issue → decision → action.
- Identify recurring unresolved issues or decision blockers.
About You
- Degree in Information Management, Data Management, Information Systems, Business Administration, Analytics, Computer Science or a related discipline
- 3 to 6 years of relevant experience in Data Governance, Data Management, Business Analysis, Change Management, Analytics, Risk, Compliance or related disciplines
- Strong communication, presentation and stakeholder engagement skills
- Demonstrated ability to coordinate activities across multiple stakeholders and teams
- Strong analytical thinking, organisational and problem-solving skills
- Strong written communication skills with experience preparing presentations, communications and management reporting
- Experience in wagering, financial services, utilities, or other high‑control or public‑interest environments
- Experience supporting governance, change management, adoption, learning or organisational enablement initiatives
- Familiarity with Data Governance concepts including Data Ownership, Data Stewardship, Data Quality, Metadata and Data Lifecycle Management
- Experience supporting governance forums, stakeholder workshops, communities of practice or enterprise transformation initiatives
- Exposure to AI governance, responsible AI or analytics governance initiatives
- Experience working within large enterprises, regulated industries or complex stakeholder environments
- Demonstrated passion for data, AI and emerging technologies
- Working knowledge of Data Governance principles, Data Ownership, Data Stewardship and governance operating models
- Familiarity with data quality, metadata, lineage and data lifecycle management concepts
- Ability to translate governance requirements into practical business guidance and user-friendly materials
- Practical experience using Generative AI tools such as Microsoft Copilot, Copilot Chat, ChatGPT or similar technologies to support analysis, research, communication and productivity
- Familiarity with prompt engineering concepts and AI-assisted working practices
- Basic knowledge of Large Language Models (LLMs), Retrieval Augmented Generation (RAG), Model Context Protocol (MCP) and responsible AI concepts
- Awareness of emerging AI, analytics and data governance trends
