Assistant Manager, IT Contract & Partner Management

The Department
The IT Business Management department plays a pivotal role in aligning IT operations with the strategic goals of the organization. This department is responsible for the planning and financial management of the division, as well as the management of third-party suppliers, key contracts, resources, technology capability development, communications (both internal and external to the team), KPI setting and reporting, and the tracking of board-reportable actions and key improvement initiatives across IT. Key responsibilities include:
- Overseeing IT financials to ensure responsible budgeting, forecasting, and cost management, enabling optimal allocation of resources through appropriate governance controls.
- Managing the IT workforce to foster a high-performance culture. This involves talent acquisition, technology capability development, retention strategies, and building a positive IT staff culture.
- Establishing and maintaining relationships with external vendors, negotiating contracts, and ensuring that service-level agreements (SLAs) are met to maximize value from partnerships.
- Performance management: implementing metrics and KPIs to evaluate IT performance.
- Staff development, engagement, and culture: organizing events and training programs for IT staff to promote professional growth, enhance skills, and strengthen team cohesion and culture.
The Job
You will:
1. Support the PR request E2E process
- Validate Purchase Requisition (PR) Request received with stakeholder and issue PR
- Monitor the process of PR convert to Purchase Order (PO)
- Perform Goods Receipt Note (GRN) after the goods delivery or job completion
2. Monitor and report on the IT repair and maintenance (R&M) budget performance
- Manage the variance between the actual and adopted divisional R&M budget for each fiscal year
- Manage IT repair and maintenance operational costs, and prepare reports on spend analysis and budget forecasts
3. Monitor the hardware, software and services MA renewal schedule and follow up on the renewal promptly
4. Tracking the R&M budget performance and managing the variance between the actual and adopted R&M budget for each fiscal year
5. Ensure Contract Management operations are transparent and auditable
- Provide contractual document review. Identify contractual risk, work with the project team to gain a comprehensive understanding of the project details, to propose effective mitigations to the team
- Follow up with the team on the signed contract and filed in the contract inventory
6. Provide Management Reporting of ITCPM for IT Management
- Develop and update the dashboard and analyse the data as per the management requirements in ITCPM perspectives
- Validate dashboard data to present in a clear and concise manner
- Generate regular dashboard summaries on IT procurement-related, contract performance, highlighting trends, issues and potential areas for improvement
7. Protect the Club’s interests at all times in all forms of commercial and contractual disputes
- Work closely with Legal to advise on the most appropriate route/mechanism to mitigate commercial exposure/liability and achieve a satisfactory resolution
- Understand and comply with all relevant policies, processes and procedures, contract performance, highlighting trends, issues, and potential areas for improvement
About You
You should have:
- Degree in Procurement, Business Administration, Information Technology or related disciplines
- At least 5 years of proven experience in IT procurement, budget management, vendor management and contract negotiation in a sizable organisation
- Strong knowledge of procurement best practices, sourcing strategies, market trends in the IT industry and familiar with IT contract terms & conditions
- Proficiency in procurement ERP system & MS Office
- Excellent communication, negotiation, and able to collaborate with stakeholders at all levels
- Proactive, mature & self-confident with good business acumen
- Strong analytical and communication skills
- Possess a high level of integrity, work ethics and good moral values
