Assistant People and Administration Manager (Retail)

The Department

The Customer Strategy, Insights, and Innovation (CSII) Division is dedicated to cultivating customer-centric capabilities across the Club ecosystem and shaping customer strategies that drive business growth. Through a data-driven approach, the Division strives to achieve a 360-degree understanding and insights of owners, members and wagering customers, enabling the seamless design of end-to-end customer experiences across online and offline channels (Racecourses and Off-course Betting Branches). This is achieved by integrating Clubwide customer data onto a unified platform, creating a single view of our customers that empowers us to deliver personalised offers and unique experiences.

The job holder is focused on enhancing the customer journey and optimizing operations across various departments within the organization. Key responsibilities include managing administrative tasks, planning and coordinating resources, and supporting initiatives that drive customer engagement and satisfaction. The job holer also involve executing strategies that promote customer loyalty, streamline workforce management, and ensure efficient operations across channels, aiming to deliver an exceptional integrated customer service experience while fostering innovation through data-driven strategies.

The Job

You will

  • Lead and supervise People and Administration team to develop and implement strategies and initiatives to meet objectives in Retail channels.
  • Review, formulate, and standardize people and administration policies, practices, procedures, and guidelines for retail staff. Addressing staff issues reporting and initiating staff communications including staff communication publication.
  • Plan, design, promote, and implement strategies for part-time staff recruitment. Assist to identify the right competency of Part Time staff and working with HR to appoint the right talents. Ensure proper procedure of headcount acquisition request is in accordance to the approved headcount budget and justification.
  • Prepare the annual budget of Part-time Wages, Security Guard cost, and Betslips and Tickets cost. Monitor spending to ensure cost effectiveness. Explore and implement cost-saving and cost-control measurements.
  • Oversee the administration, ordering, replenishment, and payment settlement of supporting Off-Course Betting Branches operating supplies, consumables, and utilities. Ensure an efficient end-to-end logistics management is in place.
  • Overseeing and coordinating the management of contractor services, assist in sourcing and selection process for contactors. Act as a primary point of contact to monitor and evaluate contractors’ performance and quality.
  • Assist Senior Manager, PCOC in Occupational Safety and Health issues across the department to maintain a safe working environment. Assist in OSH inspection, investigation, reviews, and reporting.
  • Ensure compliance with Responsible Gambling Policy (RGP) and all stipulated legal requirements pertaining to wagering, thereby protecting the integrity of the Club’s business.
  • Undertake other duties as assigned by Line Manager.

About You

You should have

  • Bachelor’s degree. Major in Human Resources, Business Administration, or a related field is an advantage.
  • A minimum of 5 years of progressive experience in human resources and administrative roles.
  • Proven experience in supporting operational teams, especially in fast-paced or service-oriented environments.
  • Experience in policy implementation, employee relations, and performance management.
  • Experience working with front-line staff in sectors like retail, healthcare, logistics, or hospitality.
  • A proactive, service-oriented mindset with a focus on employee engagement and operational efficiency.

Terms of Employment

The level of appointment will be commensurate with qualification and experience.
