Deputy Executive Manager, Charities (JC Scholarships)

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division

The Charities and Community (C&C) Division manages strategic planning, grant donations, impactful project initiation, community engagement, and the day-to-day operations of the HKJC Charities Trust. C&C works with the Government, NGOs, and community partners to proactively identify root causes of social issues and address them through innovative approaches and cross-sectoral collaboration.

 

Job Summary

The job holder is responsible to develop, manage and implement talent development initiatives under the Hong Kong Jockey Club Scholarships (“HKJC Scholarships”) within the Talent and Sector Development Programme, to achieve the intended objectives and social impact of the priority issue; develop and nurture JC scholars and JC talent community as caring leaders for the community.

 

The Job

  • Develop, manage and implement the HKJC Scholarships and Fellowships programmes under the strategic issue Talent and Sector Development including programme implementation and improvement, talent and community building, and impact measurement to achieve the projects stated objectives, outcomes and impact.
  • Lead the Scholarship Secretariat to launch and manage new and existing scholarship schemes and programmes, including promotion and recruitment to ensure good pipeline of quality candidates, rigorous selection process, budgetary planning and control, and engagement programmes for Scholars and Fellows.
  • Develop, manage and implement year-long programmes and events for Scholars and Fellows, engage and build trusted relationships with key stakeholders and programme partners to ensure programme impact is well-communicated and achieved. 
  • Build long-term partnership with local and overseas top-notch universities, education and social service sector professionals, NGOs and Government bureaux and departments, manage internal and external liaison and communication of all necessary processes.
  • Initiate and coordinate publicity and promotional activities and impact stories for JC Scholarships and Fellowship programmes and for talent development as a whole to build awareness, impact and enhance Trust’s image.
  • Build the Scholars / Fellows community into a talent network of future compassionate leaders aspiring to create greater social impact; develop and implement year-long programmes and events, engage and build trusted relationships with key stakeholders and programme partners to ensure programme impact is well-communicated and achieved.
  • Produce high quality committee papers, programme reports for regular committee meetings and board submission.
  • Develop and drive other education and talent development programmes, including initiate new grant projects and manage project delivery.
  • Represent the Trust in activities in relation to the Secretariat including ceremonies and other functions as part of the on-going project monitoring process, stakeholders’ engagement and new initiatives development.

 

About You

  • A Bachelor's degree or higher with a minimum of 10 years of relevant experience, including 7 years at a managerial level, preferably in the education or public administration sector, policy research, and/or social service settings
  • A solid track record in project management and organisational capability
  • Demonstrated ability to lead and manage team(s) and multiple stakeholders to achieve goals
  • Strong judgment, sensitivity, problem solving and people management skills
  • Good knowledge of scholarship schemes, talent/sector development or education programmes
  • Strong communication skills, with proficiency in Chinese (including written Chinese and Putonghua) and English, and strong liaison skills for collaboration with local and international institutions and organisations
  • Budgetary planning and control
  • Experience in delivering IT and website-related projects (including user requirement definition, vendor selection and management)
  • Proficient in PC applications including Word, Excel, and PowerPoint
  • Impact evaluation and research skills, along with vendor management experience
