Deputy Executive Manager, IT Change Portfolio Capacity Management Lead

The Job

You will:

  • Establish a framework to identify and assess resource capacity constraints (supply vs demand) for the IT Change Portfolio (i.e., processes/methodologies/practices/approach) which caters for agile and waterfall methodologies
  • Deliver and lead an effective resource planning and allocation approach, ensuring effective resource planning and allocation is deeply embedded within the Value Stream teams consistently
  • Provide clarity to the IT Senior Leadership Team on the current allocation and capacity of resources, availability, and options for future initiative/project allocation including appropriate sequencing
  • Establish modern processes and templates which support a transparent and uniform initiative/project sizing methodology for pipeline investment change demands
  • Highlight resource risks and issues via the provision of true resource data to enable Value Streams to plan in advance, and pivot to alternative approaches as necessary
  • Identify knowledge silos or critical single points of expertise, and lead plans for knowledge transfer and mitigation in collaboration with leaders
  • Establish a framework to oversight and assess non-resource capacity constraints to further support portfolio decision-making and contention resolution

About You

You should have:

  • A degree from an accredited university is preferred
  • At least 15-20 years of hands-on project management experience from large and complex organization
  • Strong understanding and hands-on practical application of program management practices (e.g., Agile and PMP) is a must • Professional programme management certification (e.g., Six Sigma, PMI, Project Management Professional, Prince2 or similar) is desirable
  • Background from training consultancy is welcomed in being able to transfer knowledge and share experiences
  • Background from any industry is welcomed
  • Highly collaborative
  • Strong interpersonal and communications skills through all levels of the organisation
  • English proficiency (written and spoken)
  • Cantonese proficiency (written and spoken an advantage
  • Solid knowledge of Microsoft Suite (Word, Excel, PowerPoint and Project)
  • Knowledge of Excel Macros and VBA is a plus
  • Strong self-initiation, problem-solving skills and a can-do spirit
  • Solid understanding of IT infrastructure technical domains (e.g., Network, Systems, Storage, Database, End User Computing, IaaS and PaaS virtual infrastructure)
  • A proven track record in project management or programme management skills from any background/industry is required
  • Expert problem-solving skills are required. The candidate needs to be an expert in detecting problems in project management and delivery and be able to suggest viable solutions for all IT divisional programmes and projects
  • Strong coaching and influencing skills (across all levels of organisations from junior to senior project leaders)
