Deputy Executive Manager, Wagering Product Development (Product Owner & Programme Management)

The Division

The Racing Division is committed to managing all aspects of Hong Kong’s world-class sport of horse racing, covering the full value chain — from importation and training to racedays, equestrian, welfare, integrity, and international engagement.  With Conghua Racecourse and Greater Bay Area expansion, we’re shaping racing into a dynamic sporting, social, and entertainment experience.

 

The Job

  • Product Development
    • Serve as Product Owner (PO) for WP operation initiatives.
    • Align programme goals with business strategy, regulatory requirements, and customer needs.
    • Support the creation and management of a single, prioritized product backlog and define Minimum Viable Products (MVPs) for the total product solution.
    • Lead cross-functional product planning sessions to prioritize initiatives and allocate resources to maximize business benefits.
    • Work closely with Scrum Masters and support IT teams to resolve resource contention, ensuring timely and efficient deployment of the scrum teams’ Release Plan.
    • Provide guidance and support to Quality Assurance teams in developing effective testing strategies and achievable plans for wagering products.
    • Collaborate with stakeholders such as Football Wagering, Public and External Affairs in product launch planning to ensure smooth rollout and ongoing operational stability.
    • Manage and prioritize the wagering product roadmap to achieve product strategy and maximize deliverables for revenue growth and enhanced player experience.
  • Programme Management
    • Define and drive the overarching programme roadmap for wagering products.
    • Establish and enforce programme governance structures.
    • Design and define programme reporting to support management decision-making.
    • Oversee end-to-end delivery of multiple concurrent product initiatives.
    • Track milestones, dependencies, risks, and budgets across all projects.
    • Implement agile and hybrid delivery methodologies as appropriate.
    • Champion data-driven decision-making across the programme.
  • Organizational Development
    • Work autonomously with minimal supervision.
    • Prepare the team and WP colleagues for the Product Owner role to lead scrum teams using agile-based product development methodology.
    • Support and coach junior staff to overcome challenges in product delivery.
    • Develop and coach direct reports to perform their duties effectively and step in when facing difficult tasks.
    • Manage team resources and coordinate with others to maximize support for product delivery.

 

About You

  • Bachelor degree in Computer Science, Business, or related disciplines migration and system project management
  • Extensive experience in Product Management and Development
  • Proven experience in Programme Management of large-scaled portfolios in wagering or financial industry 
  • A minimum of 10 years' experience with proven record of large-scale system migration and system project management
  • Significant experience as key user manager for technology-related projects
  • Experience in agile and waterfall IT development cycles
  • Experience in the operation of the wagering industry preferred
  • Good relationship management skills and ability to network with relevant corporations / business associations / business partners
  • Proficiency in management reporting to C-suite levels
  • Strong analytical skill and business acumen with good knowledge of best practices in user testing and migration planning
  • Solid knowledge of software development lifecycle
  • Knowledge of sports betting is preferred but not a must
  • Solid technical knowledge in project and task planning
  • Good interpersonal sensitivity and effective communication skills
  • Proficiency in written and spoken English; Chinese languages is a strong plus
  • Project Management Professional Certification preferred
  • PMI Agile Certification preferred
  • Less experienced candidate will be consider as senior manager
