Manager, Data Governance

The Hong Kong Jockey Club

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Department

The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.

The Job

  • Governance Control Adequacy
    • Interpret governance policy for complex or ambiguous scenarios
    • Assess whether proposed or existing control designs are adequate in intent
    • Challenge weak, inconsistent, or insufficient control interpretations
    • Advise on acceptable interpretation within defined tolerances
    • Escalate material control adequacy gaps for the DGB decision
    • Explicit exclusion: does not assess adoption or measure maturity
  • Stewardship Enablement
    • Define stewardship roles, accountability expectations, and operating model
    • Enable stewards with governance instruments (ownership artefacts, glossary, metadata)
    • Operate steward forums as the operational accountability layer
    • Validate that stewardship responsibilities are actively discharged
    • Intervene where accountability breaks down; escalate persistent gaps
  • Governance Maturity & Reporting
    • Define governance effectiveness and maturity criteria
    • Aggregate and validate evidence across domains and divisions
    • Analyse trends and systemic governance weaknesses
    • Benchmark maturity against industry standards (e.g. DCAM)
    • Highlight gaps undermining decision confidence
  • Divisional Engagement
    • Review evidence of institutional embedding (roles, processes, controls)
    • Identify partial, delayed, or cosmetic adoption
    • Distinguish structural gaps from execution issues
    • Escalate systemic non-adoption via the single DGB closure path
  • Peer Forum Coordination
    • Prepare position papers & briefing notes per forum cycle
    • Gather cross-forum intelligence (regulatory, architectural, investment signals)
    • Maintain engagement schedule aligned to each forum's calendar
  • DGB Secretariat Support
    • Challenge clarity, completeness, risks, and options before escalation
    • Ensure alignment with governance policy and tolerance
    • Maintain traceability from issue → decision → action
    • Identify recurring unresolved issues or decision blockers

About You

  • Degree in Information Management, Data / Analytics, Computer Science, Risk, Compliance, or a related discipline
  • 8 - 12 years of experience in data governance, data management, analytics governance, technology risk, or equivalent functions within a regulated or complex enterprise environment
  • Demonstrated experience operating in a formal enterprise governance structure, including interpretation of policy, preparation of governance papers, maturity assessments, and decision artefacts for board level or executive forums
  • Proven experience in assessing governance or control design adequacy for complex or ambiguous scenarios, including the ability to challenge weak interpretations and recommend acceptable approaches within defined tolerances
  • Practical experience with data stewardship models, including defining stewardship roles, accountability expectations, and operating forums to drive ownership and issue resolution
  • Exposure to AI or advanced analytics governance from a lifecycle and usage control perspective (e.g. approval checkpoints, governance assessments, usage guardrails), rather than model development
  • Strong capability to operate cross functionally without line authority, influencing senior stakeholders across business, technology, architecture, cyber security, and risk functions
  • Experience producing governance maturity reporting, trend analysis, or dashboards used to highlight systemic weaknesses and inform executive decisions
  • Clear and structured written and verbal communication skills, particularly in explaining governance issues, risks, and options to non-technical audiences
  • Experience in wagering, financial services, utilities, or other high control or public interest environments
  • Familiarity with federated or divisional governance operating models
  • Exposure to industry governance or maturity frameworks (e.g. DCAM or similar)

Technical Skills

  • Strong understanding of enterprise data governance operating models, including ownership, stewardship, escalation paths, and policy interpretation
  • Ability to assess control designs for adequacy of intent, identify gaps or weaknesses, and articulate where interpretations fall outside acceptable tolerance
  • Confidence in advising acceptable governance approaches in complex or grey area scenarios, and in escalating material issues for DGB decision
  • Familiarity with second line of defence (2LOD) concepts, including role clarity between governance, execution, and assurance functions
  • Ability to define and validate data stewardship roles, responsibilities, and operating expectations
  • Experience enabling stewardship through governance instruments such as ownership artefacts, glossary, metadata, or accountability records
  • Skill in identifying breakdowns in accountability and intervening or escalating where stewardship obligations are not being discharged
  • Working knowledge of AI and advanced analytics governance across the lifecycle, including usage constraints, governance checkpoints, and risk classification
  • Ability to operate AI governance assessments or reviews (e.g. gate reviews, checklists, decision papers) focused on governance adequacy rather than technical model performance
  • Awareness of emerging AI governance and regulatory trends, translated into practical governance requirements
  • Capability to define governance effectiveness and maturity criteria, aggregate evidence, and assess consistency across domains and divisions
  • Experience analysing trends and identifying systemic governance weaknesses that undermine decision confidence
  • Ability to design governance dashboards or reports that support executive and board level oversight
  • Strong briefing and documentation skills for governance forums, including position papers, recommendations, and decision support materials
  • Confidence engaging with senior stakeholders across Business, IT, Architecture, Cyber Security, and Risk to resolve governance issues constructively
