Manager, Enterprise Risk Management

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.
The Division
The Projects and Risk Management (PRM) Division is focused on the implementation of an effective project management standard for all strategic projects within the Club, and the rollout of the revised Club-wide Enterprise Risk Management Framework. The PRM also serves as the Project Management Office for the Club’s major Strategic Programmes and Projects.
The Department
As a part of Projects and Risk Management Division ("PRM"), the purpose of the Enterprise Risk Management ("ERM") Department is to develop, implement and maintain The Club's ERM Framework (ERMF) in order to identify and understand the top enterprise-level risks that could hinder the achievement of the club's, guide the review of risks beyond tolerance levels, and facilitate decisions on priority actions that tangibly alter the Club's risk profile. The job holder supports the delivery and execution of the ERMF into the Club's critical operations.
The Job
- Develop and Maintain the Club's ERM Framework
- Support the development of ERM Policy and ERM Manual.
- Support the Three Lines of Defence Operating Model.
- Understand Corporate and subsidiary Governance structure and hierarchy - support an appropriate Enterprise Risk Governance model.
- Support Enterprise Risk Reporting and Monitoring including Board of Stewards and Management reporting; and roll out progress tracking and reporting.
- Implement ERM Framework - Divisional Roll Out Based on Agreed Timelines
- Support the Divisional Rollout to implement the ERM Policy through workshops, discussions, and liaison with Subject Matter Experts (SMEs); including:
- Objective Setting, setting the context for identifying and managing Risk by defining Objectives and Performance Metrics;
- Event Identification, using Metrics, Knowledge and Prompts to identify internal or external events that might threaten performance against our Objectives;
- Risk Assessment, evaluating Top Risks so that we can make informed decisions about their prioritisation and, subsequently, our Response to each one;
- Risk Response, including Controls, Processes and other activities that reduce the chance of a Risk happening, or the business impact if it does; and
- Monitoring, and reporting on each Top Risk to ensure that we receive early warning of the Risk happening, or of any changes in its potential impact to our Business Objectives.
- Support the Divisional Rollout to implement the ERM Policy through workshops, discussions, and liaison with Subject Matter Experts (SMEs); including:
- Enhance Effectiveness and Efficiency through Cross Functional Collaboration and Further Activities
- Support the phased delivery of Risk System solutions.
- Engage with existing First and Second Line risk and control SMEs (e.g., Racing Compliance, Security and Integrity) for knowledge and data sharing.
- Support other risk initiatives on request.
- Team Development and Engagement
- Ensure ongoing development of technical and professional knowledge (e.g., on the job training, internal and external training).
- Business skills development (e.g., data analytics and visualization) and behavioral competencies.
- Soft skills development
About You
- University degree with preference towards Accounting, Mathematical, or Risk Management
- Minimum of 5-7 years finance, operations or ERM experience, in sizeable corporations or public accounting firms
