Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Department
The Mainland China IT Department is responsible for building a new IT team within Chinese Mainland, designing and developing modern technology to offer an innovative and unmatched customer experience while staying close to operations, including our Conghua Racecourse, Club Houses, IT infrastructure, and new AI and digital developments. It is also responsible for formulating a strategy to partner with top-tier service providers in China and setting up an Innovation Center in China.
The Job
Programme Finance Management
- Lead project and programme financial planning, including budget and forecast preparation
- Prepare monthly financial and programme reports for management review
- Perform variance analysis and provide insights on financial performance
- Monitor and track programme financials, costs and commitments
- Monitor and report key finance KPIs to support leadership decision‑making
- Support leadership and governance meetings with financial summaries, dashboards and insights
- Ensure compliance with agreed financial governance standards and internal controls
Resource & Capacity Management
- Support resource planning and capacity forecasting across programmes
- Maintain accurate resource and headcount allocation records
- Monitor resource demand vs. capacity and highlight risks and constraints
- Work with programme and delivery leads to align resources with delivery priorities
- Liaise with HR and hiring managers to ensure data accuracy and timely processing
Stakeholder & Programme Support
- Partner with Programme Managers and delivery teams to embed financial and resource discipline
- Act as a key interface between IT programmes, Finance, Procurement, HR and governance stakeholders
- Proactively identify financial and capacity risks and recommend mitigation actions
- Contribute to the continuous improvement of financial and resource management practices
About You
- Information Technology, Computer Science, Electrical Engineering, or equivalent degree from an accredited university is a strong plus
- Minimum 5 years’ working experience, with at least 3 years in IT Programme Management and/or managing large‑scale IT programmes
- Experience in programme financial management, budgeting and forecasting
- Experience working within a PMO or structured governance environment
- Project management certification (e.g. PMP, PRINCE2) is an advantage
- Strong financial, analytical and reporting skills
- Solid understanding of IT programme delivery and resource management
- Effective stakeholder communication and coordination
- Ability to manage multiple priorities in a complex environment
- High attention to detail with a hands‑on, proactive approach
- Proficient in Microsoft Excel, PowerPoint and Word; reporting/dashboard tools are an advantage
