Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

We design, build, and operate the technology that powers the Club. Our primary focus is on delivering the service that supports our hospitality, racing and wagering operations, to ensure that our customers and members enjoy exceptional experiences.

The Department
The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job
- Working collaboratively with product owners, vendors, technical leads, project managers, and business users during the phases of requirement, design and development to ensure quality of deliverables and service
- Ensure functional and non-functional requirements are complete and clear. Review and clarify requirements with various stakeholders, including business and IT stakeholders
- Coordinate the preparation of the project proposal, including effort and cost estimates as well as project timelines, to support funding approval for business and IT initiatives
- Manage and support project initiatives for the Property Department and Security Division, including:
- Maximo Application Suite upgrade/implementation
- Anti-Money Laundering (AML) system revamp
- Carpark System rollout and Parking Guidance System (PGS) implementation
- Facilitate requirements gathering workshops, stakeholder interviews, and walkthrough sessions to ensure an accurate understanding of business needs
- Perform process analysis and mapping, identifying gaps, inefficiencies, and opportunities for improvement
- Support solution design and system integration discussions with technical teams and vendors
- Plan, coordinate, and drive User Acceptance Testing (UAT), including test strategy, test case preparation, execution, and defect management
- Monitor and manage project progress, risks, issues, and dependencies; provide timely updates and escalation where necessary
- Execute vendor management activities, including coordination, deliverable review, and performance monitoring
- Support change management activities, including impact assessment, communication, training, and user adoption
About You
- University degree in Computer Science, Engineering, Business, or equivalent
- Project Management Professional (e.g. Prince2 Practitioner, PMP) certification strongly preferred
- Scrum or Agility framework certification (e.g. PSM, SAFe Scrum Master, Product Owner) strongly preferred
- Minimum of 6-8 years of relevant experience in project delivery and management
- Proven experience working on Property-related systems (such as Carpark Management Systems or Facilities Management Systems) or in Security-related systems (such as Anti-Money Laundering systems)
- Experience in vendor management
- Hands-on experience in managing projects across various platforms and technologies
- Experience in using JIRA, Confluence, and other software development and documentation tools used in DevOps
- Experience in cloud technology, such as AWS, Microsoft Azure or other cloud platforms
- Knowledge in business case writing, business workshop facilitation, process mapping, and change management
- Knowledge in business intelligence, data visualisation (e.g. Tableau, Power BI, Cognos, etc.) is an advantage
- Understanding of AI-driven solutions and their application in improving operational efficiency, customer insights, or risk detection
- Proficiency in leveraging AI tools (e.g., Copilot, ChatGPT) to enhance daily work productivity, including documentation, analysis, and project delivery activities
