The Division
The Property Department is committed to providing integrated, customer-centric, sustainable and cost effective asset management, development management, project management and facilities management services to the key Business Units in the Club.
Job Summary
The successful candidate will support the Senior Manager, Property Project Management, in overseeing a range of capital works projects. These include new build developments, addition and alteration (A&A) works at public riding schools and racecourses, as well as other racing and equine related facilities.
He / she will be responsible for end to end project delivery—ensuring projects are completed on time, within budget, and to the required quality standards—from early development through to handover and defect resolution. The role may also involve undertaking other duties as assigned based on operational needs.
The Job
- Support MEP Oversight & General Project Management
Assist the Senior Manager, Property Project Management, in overseeing MEP works as the primary focus. The role will also manage associated project management duties, including minor builder’s works, statutory submissions to the Buildings Department, and other tasks as required. - Project Coordination & Programme Management
Lead, liaise, and coordinate with consultants, contractors, and internal stakeholders to resolve project issues and ensure key milestones are achieved. Develop and monitor project programmes, supervise progress, and maintain control over project scope, work demarcation, milestone assessments, and risk identification and mitigation. - Construction Support & Technical Guidance
Provide timely direction and technical support to contractors during construction. Offer prompt feedback on technical issues, coordinate with relevant stakeholders for solutions, and ensure the practicality of design documentation during implementation. - Cost Control & Contract Administration
Assist in monitoring and managing project costs within approved budgets. Support the preparation and review of contract documents, variations, cost estimates, expenditure tracking, and final account settlement. - Quality Assurance Across Project Stages
Contribute to quality management throughout all project phases—including design, specification, procurement, and construction—to ensure high-quality project outcomes and deliverables. - Stakeholder Engagement & Technical Advisory
Provide professional advice to stakeholders and users regarding facility construction to support business needs. Coordinate with users to define project requirements, develop design briefs, and assist with feasibility studies and evaluations to determine appropriate strategies and solutions. - Vendor Recommendation & Performance Management
Recommend external consultants, contractors, and suppliers as needed. Manage and supervise their performance at every project stage to ensure service quality, value for money, safety compliance, and adherence to standards. - Internal Coordination & Communication
Maintain close communication with project stakeholders and the Facilities Management team to ensure alignment on project development. Secure timely decisions and input throughout the project lifecycle. - Meeting Coordination & Information Dissemination
Organize and participate in design and construction coordination meetings. Facilitate effective communication and dissemination of project information among users, team members, consultants, contractors, and vendors. - Statutory Compliance & External Liaison
Liaise with consultants, government departments, and utility companies to ensure statutory compliance and secure all necessary licences and certificates for the Club’s installations. - Project Brief & Statutory Resolution
Coordinate with all relevant parties to ensure a clear understanding of project briefs, and liaise with government authorities to resolve statutory or regulatory issues as required. - Change Management
Manage project changes promptly and effectively, ensuring impacts are assessed and properly documented. - Reporting & Progress Updates
Assist the Senior Manager, Property Project Management, with preparation of reports, project documentation, and progress updates.
About You
- Degree holder in Building Services Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline, with recognized professional qualifications.
- Minimum 10 years of relevant experience in engineering design, liaison with government departments and utility companies, and project/construction management—preferably with exposure to new‑build and/or addition & alteration (A&A) works.
- Strong ability to apply technical knowledge to identify issues, evaluate options, and develop effective solutions.
- Proven end‑to‑end project experience, from design and planning through to construction and final delivery.
- Good understanding of Hong Kong construction-related legislation, regulatory requirements, and statutory submission procedures, including Section 16 applications.
- Positive, proactive, detail‑oriented, with strong communication, interpersonal, and coordination skills.
- Proficient in BIM (Revit), AutoCAD, and MS Office applications.
- Good command of both English and Chinese.
