Senior Manager, Change Assurance

The Department

The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job

You will:

  • Lead the adaptation, implementation and evolution of the IT Divisions' Change Delivery capability via identification of delivery risks, and capturing lessons learnt that can be applied to all delivery methods (agnostic of waterfall or agile)
  • Oversee delivery reviews and evaluations of all IT Divisional initiatives, focusing on all project management dimensions during the delivery life cycle
  • Design and create high-quality project management and assurance templates under the guidance of the Change Management Lead
  • Implement and maintain state-of-the-art templates and a standard framework in the IT Division for Programme and Project Management Assurance, focusing on managing stakeholders, planning, programme scope, risk issues, dependencies, and benefits
  • Review and provide strategic recommendations for key technology programmes (all IT Opportunities and Initiatives) as the first line of governance against success criteria. Establish heatmaps based on project health status and track progress against assurance findings and recommendations until resolution
  • Investigate IT projects to determine their status and progress. Ensure that improvement suggestions are implemented in a timely manner and meet quality standards
  • Draft and follow up on action plans for each IT initiative to move into the desired state (“green zone”)
  • Advocate for and raise project and programme management capabilities and quality throughout HKJC and IT
  • Mentor and develop junior team members, fostering a culture of continuous improvement and professional growth

About You

You should have:

  • Preferred degree from an accredited university
  • Minimum of 10 years of experience in hands-on project management in a large complex organisation, and at least 5 years of management experience in leading teams and building relationships across various levels
  • Effective interpersonal and communication skills
  • Solid understanding and practical application of program management practices (e.g., Agile and PMP)
  • Highly Collaborative
  • English proficiency (written and spoken)
  • Cantonese proficiency (written and spoken) is an advantage)
  • Solid knowledge of Microsoft Suite (Word, Excel, PowerPoint, and Project)
  • Knowledge of Excel Macros and VBA is a plus
  • Strong self-initiation, problem-solving skills and a can-do spirit
  • Track record in project delivery from any background or industry
  • Good problem-solving skills are required. The candidate needs to demonstrate a very good understanding of project management and be able to suggest viable solutions or recommendations to bring the project back on track
  • Strong working relationships and influencing skills
