Senior Manager, Change Assurance

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Department

The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job

  • Lead the adaptation, implementation and continuous enhancement of IT Division’s Change Delivery capability by identifying delivery risks and embedding lessons learnt across waterfall, agile and hybrid delivery methods
  • Oversee delivery reviews and assurance evaluations across IT Division initiatives, covering key project management dimensions throughout the delivery lifecycle
  • Design and maintain high-quality project management and assurance templates under the guidance of the Change Management Lead
  • Implement and maintain standardised frameworks, tools and templates for Programme and Project Management Assurance, covering stakeholder management, planning, scope, risks, issues, dependencies and benefits
  • Review key technology programmes, opportunities and initiatives against agreed success criteria, providing governance insights, strategic recommendations, health heatmaps and follow-up on assurance findings through to resolution
  • Assess IT projects to determine delivery status, progress and areas for improvement, ensuring agreed actions are implemented promptly and to the required quality standard.
  • Develop and follow up action plans for IT initiatives to support movement towards the desired delivery health status
  • Champion the uplift of project and programme management capability, quality and discipline across HKJC and the IT Division

About You

  • Bachelor's degree in a relevant field such as Arts, Law, Communication, Business Administration, Information Technology, or Engineering
  • Preferred degree from an accredited university
  • Minimum 10 years of hands-on project management experience in a large, complex organisation, and at least 5 years of management experience in leading teams and building relationships across various levels
  • Effective interpersonal and communication skills
  • Solid understanding and practical application of program & project management practices (e.g., Agile and PMP)
  • Highly Collaborative
  • English proficiency (written and spoken)
  • Cantonese proficiency (written and spoken an advantage)
  • Effective interpersonal and communication skills
  • Solid knowledge of Microsoft Suite (Word, Excel, PowerPoint and Project)
  • Knowledge of Excel Macros and VBA is a plus
  • Strong self-initiation, problem-solving skills and can-do spirit
  • Track record in project delivery from any background or industry
  • Good problem-solving skills are required. Candidate needs to demonstrate a very good understanding of project management and be able to suggest viable solutions or recommendations to bring the project back on track
  • Strong working relationship and influencing skills
