The Department

The Membership and Customer Excellence (MCE) Division is responsible for delivering world-class experiences and deepening engagement across all customer segments. The team oversees operations of clubhouses, racecourses, and Off-Course Betting Branches (OCBBs), while enhancing member and owner value propositions and promoting interest in horse ownership and equestrian sports. It leads the Club’s customer experience strategy across digital and physical touchpoints, ensuring consistency, agility, and excellence. The Division also manages data strategy and governance to build a unified view of customers, enabling more personalised and impactful interactions.

The Job

• Data Regulatory & Privacy: Lead initiatives to improve data protection and controls in alignment with HKJC policies and standards
• • Establish a data protection standard ensuring integration with existing framework/standard, e.g. data privacy, information classification
  • Create/Review the relevant data controls in alignment with the enterprise risk framework and data policy
  • Set up relevant and necessary processes to ensure adherence to the practices of data protection/controls
• Data Quality Assurance: Ensure data quality, including data profiling, cleansing, and enrichment
• • Establish a data quality framework with common practices & guidelines
  • Define customer data quality rules and monitor/resolve the issues
  • Recommend improvement for data enrichment
• Data Meta Management: Establish standards, including data dictionary, business definition, metadata management and data lineage
• • Operationalise data protection & quality standards/framework via integration with data dictionary
  • Define the required metadata & data tagging supporting data controls
  • Assist in the association of customer data with source systems by collaborating with Business/IT teams
• Data Governance: Support the practice of data governance policies, standards, and procedures
• • Assist in developing the operational processes of data governance with a focus on data access control
  • Support other data governance aspects as necessary
• Data Architecture: Support the business requirements and alignment of architecture
• • Define the business requirement for the implementation of data controls
  • Work with the architecture teams and respective teams on data requirements
• Data Literacy: Support data literacy training and communication
• • Manage relevant stakeholders on the alignment of the standard/framework
  • Develop/conduct necessary training and promote the respective data literacy
• Others:
• • Undertake other tasks and projects as assigned by your direct supervisor

About You

• Minimum 8 years of work experience in managing projects, leading a team of developers to deliver IT solutions and providing system support
• Solid experience in developing and implementing data management/governance solutions, including Data Profiling/Ownership/Access/Control, Master/Meta data Management and Data Lineage, Quality and Cleansing
• Data Governance Frameworks:
  • Ability to design and implement governance policies, standards, and operating models
  • Familiarity with federated governance and stewardship roles
  • Able to practice industry best practices, e.g. DCAM, DAMA
• Data Management Practices:
  • Data Cataloguing & Metadata Management (e.g. Glue, Collibra, Snowflake)
  • Data Lineage Tracking (manual and automated tools)
  • Master Data Management (MDM) and Golden Record concepts
  • Data Quality Management: Profiling, Cleansing, and Enrichment
• Compliance & Privacy:
  • PDPO/PIPL compliance knowledge
  • Data access control frameworks (RBAC/ABAC)
  • Threat & vulnerability management basics
• Architecture & Design:
  • Enterprise Architecture principles (TOGAF, guardrails & controls)
  • Solution Architecture patterns for data platforms (e.g. lakehouse, event mesh, data mesh)
  • Data modelling and semantic layer design for Customer 360
• Analytics & Governance Tools:
  • Familiarity with data governance tools (e.g. Collibra, Purview)
  • Understanding of data virtualisation (e.g., Denodo)
  • Exposure to BI tools (Power BI, Tableau)
• Agile & Delivery:
  • Agile practices for data projects
  • Requirements definition and backlog management
• Risk & Security:
  • Risk management for data assets
  • Basic knowledge of AI governance (model transparency, bias checks)
