Senior Technical Manager, IT Release and Deployment Management

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. The Department

The Mainland China IT Department is responsible for building a new IT team within Chinese Mainland, designing and developing modern technology to offer an innovative and unmatched customer experience while staying close to operations, including our Conghua Racecourse, Club Houses, IT infrastructure, and new AI and digital developments. It is also responsible for formulating a strategy to partner with top-tier service providers in China and setting up an Innovation Center in China.

The Job

  • Release Management: Define, manage, and improve release processes for IT applications and infrastructure
    • Deployment Planning: Coordinate deployment schedules, ensuring alignment with business priorities and minimising downtime
    • Stakeholder Communication: Act as the primary liaison between IT teams, business units, and external vendors
    • Risk Management: Identify potential risks in release and deployment activities and implement mitigation strategies
    • Continuous Improvement: Drive process enhancements to improve efficiency, reliability, and scalability of deployments
    • Documentation: Maintain accurate records of release notes, deployment plans, and post-release evaluations
  • Provide cost-effective development of high-quality, high-performance, reliable and secure systems to meet the Club’s business needs across the portfolio; maintain alignment of technology services with business strategies and objectives, including associated budgets; ensure overall health of the systems in the portfolio
  • Support the Business Relationship Manager to provide a seamless interface to business areas for planning and successfully delivering integrated technology solutions and services; establish and monitor relationships with key stakeholders, where applicable
  • Measure and improve productivity in the solution delivery life cycle through effective deployment and high levels of teamwork within the department and across the entire IT Division
  • Allocate resources to enable project managers/development managers for the successful delivery of solutions addressing business needs
  • Ensure standards for development lifecycle activities are maintained; contribute to the continuous improvement of delivery methods and service level standards; in cooperation with the IT Infrastructure & Operations department, direct the necessary resources required to attain and maintain zero major system outage during prime business hours, with defined availability targets of core business systems
  • Develop and maintain levels of expertise required to ensure the continuance of human resources with the requisite skills, business knowledge and a high-performance culture
  • Participate and contribute positively to create a diverse and inclusive culture with trust and respect.  Play an active role to support cross-team/division/department efforts and model collaborative behaviours

About You

  • 5–10 years of experience in IT release and deployment management or related fields
  • Strong knowledge of DevOps practices and tools (CI/CD pipelines, automation frameworks)
  • Proven track record in managing complex IT deployments across multiple environments in a Hybrid Cloud infrastructure related to Chinese native systems
  • Excellent problem-solving and organisational skills
  • Strong communication abilities in both Chinese and English
  • Experience working in multinational or cross-cultural environments is a plus. Strong business acumen, analytical and decision-making skills, proven enterprise-grade application development management experience with large-scale organisations
  • Solid management experience and background in high availability, high performance IT solutions, including architectures, project management, design, development and deployment
  • Proven experience in project budgeting, programme/project and risk management
  • Sound knowledge in system development and package solutions implementation
  • Outstanding capabilities in client and stakeholder management
  • Experienced in vendor management and able to estimate and plan resources 
  • Release Automation Tools: Hands-on experience with CI/CD pipelines (e.g., Jenkins, GitLab CI, Azure DevOps) to streamline release and deployment processes
  • Configuration Management: Proficiency in tools such as Ansible, Puppet, or Chef for managing infrastructure and application configurations
  • Cloud Platforms: Strong understanding of cloud environments (AWS, Azure, GCP) and their deployment models
  • Containerization: Experience with Docker and Kubernetes for scalable and reliable application deployments
  • Version Control Systems: Expertise in Git-based workflows for managing code releases and collaboration
  • Monitoring & Logging: Familiarity with tools like Prometheus, Grafana, Splunk, or the ELK stack to ensure system reliability post-deployment
  • ITIL Framework: Knowledge of ITIL practices for change, release, and incident management
  • Security & Compliance: Understanding of secure deployment practices, regulatory compliance, and risk mitigation strategies
  • Bilingual Communication: Ability to document, present, and collaborate effectively in both Chinese and English across technical and business teams
