Senior Technical Manager, OAT & NFR Governance

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. We design, build, and operate the technology that powers the Club. Our primary focus is on delivering the service that supports our hospitality, racing and wagering operations, to ensure that our customers and members enjoy exceptional experiences.
We also deliver the changes necessary to drive business growth through new products and services. And, we are committed to safeguarding the Club by protecting it from external threats, providing a secure and resilient technological environment.
The Department
The IT Infrastructure and Platform Operations Department is responsible for the design, implementation, and management of the infrastructure that supports the Club’s IT systems, and leads the Service Management capabilities that ensure the smooth running of these systems.
This department ensures that all technological resources operate efficiently and effectively to support business objectives. Key responsibilities include:
- Design and operate processes and controls that ensure IT service availability, performance, and resilience are aligned with business expectations.
- Manage the 24x7 IT Operations Centre.
- Manage the Club’s exploitation of the public cloud.
- Manage the complete lifecycle of the Club’s IT network and the technology within our data centres.
- Provide the roadmaps, standards, and capabilities that enable our IT infrastructure to remain current (eligible for vendor support) and secure (patched and remediated against CVEs).
- Provide the Club’s colleague collaboration technology suite, including desktop and laptop computers, mobile devices, collaboration tools, carrier contracts, and associated support functions.
The Job
This role encompasses the governance of OAT and NFR processes throughout the IT service lifecycle. Key responsibilities include:
- Governance Framework Development: Establish and maintain governance frameworks for OAT and NFR, ensuring alignment with the Club objectives and ITIL 4 standards.
- Stakeholder Collaboration: Collaborate with cross-functional teams, including development, operations, and quality assurance, to ensure that OAT and NFR requirements are clearly defined and met throughout the project lifecycle.
- Risk Assessment and Management: Identify and manage risks associated with non-compliance to OAT and NFR standards, implementing mitigation strategies as necessary.
- Continuous Improvement: Drive continuous improvement initiatives related to OAT and NFR processes, promoting a culture of quality and operational excellence.
- OAT Strategy Development: Develop and implement comprehensive OAT strategies, ensuring that all testing activities validate operational readiness and service performance.
- NFR Specification Oversight: Oversee the specification and documentation of non-functional requirements, ensuring they are measurable and achievable.
- Reporting and Metrics: Create and maintain reporting mechanisms to track compliance with OAT and NFR standards, producing regular updates for stakeholders on progress and challenges.
- Training and Mentorship: Provide training and mentorship to team members and stakeholders on OAT and NFR practices, enhancing overall understanding and adherence to governance processes.
- Audit and Compliance: Conduct regular audits of OAT and NFR processes to ensure compliance with governance frameworks and identify areas for improvement.
- Stakeholder Engagement: Engage with key stakeholders to communicate OAT and NFR findings, ensuring alignment and support for ongoing initiatives.
About You
- University degree in Information Technology, Computer Science or related discipline
- ITIL v4 Certification will be an advantage
- PMP or relevant certification is preferred
- Proven 7+ years of work experience in IT operations, service management, or project delivery
- Strong understanding of ITIL frameworks, especially in Service Transition
- Excellent communication and stakeholder management skills
- Proficiency in project management tools and methodologies
- Good analytical mindset with problem-solving capabilities, as well as good communication and interpersonal skills
- Hands-on experience in transition management will be an advantage
- Knowledge in Change Management will be an advantage
- Experience in a cloud-based environment will be an advantage
- Experience in adopting System Capacity planning and knowledge management industry best practices
- A solid understanding of enterprise IT systems and infrastructure will be an advantage
- A sound knowledge of project management and relevant experience will be an advantage
