Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

We design, build, and operate the technology that powers the Club. Our primary focus is on delivering the service that supports our hospitality, racing and wagering operations, to ensure that our customers and members enjoy exceptional experiences.
We also deliver the changes necessary to drive business growth through new products and services. And, we are committed to safeguarding the Club by protecting it from external threats, providing a secure and resilient technological environment.
The Department
The Mainland China IT Department is responsible for building a new IT team within Chinese Mainland, designing and developing modern technology to offer an innovative and unmatched customer experience while staying close to operations, including our Conghua Racecourse, Club Houses, IT infrastructure, and new AI and digital developments. It is also responsible for formulating a strategy to partner with top-tier service providers in China and setting up an Innovation Center in China.
The Job
- Gather business requirements, perform analysis to define the requirement specifications with detailed business use cases and high-level functional design for this sub-workstream
- Prepare an overview of the project with precise and presentable information on budgeting, project milestones and project spending. Communicating with Project Managers to ensure projects fully comply with HKJC's Product Development Life Cycle (PDLC) and all project commitments are met
- Engage with business teams involved in this sub-workstream to ensure any changes in requirements and scope are clearly communicated and documented
- Coordinate with the Project Manager, technical teams and consultants to evaluate potential technical solutions
About You
- University degree in Computer Science, Business, or equivalent
- Minimum 5 years' experience in business analysis or systems analysis, design, software development and support experience
- Experience in business requirement gathering
- Experience in the IT budgeting process and project status reporting
- Professional programme management certification (e.g. Project Management Professional or Prince2) is preferable
- Proficiency in different Product analysis tools
- Willingness to embrace new ideas and learn continuously with a positive attitude
- A result-oriented and self-motivated mindset; ability to multitask
- Ability to communicate at all levels within the organisation (IT teams, business users) and external vendors
- Strong ability in problem troubleshooting and diagnosis
- Proficiency in writing, presentation and communication skills
- Good interpersonal and communication skills in both written and spoken English and Chinese
- Candidates with less experience will be considered as Assistant Technical Manager
- Experience using Jira, Confluence, and other software development and documentation tools used in DevOps
- Knowledge in business case writing, business workshop facilitation, process mapping, customer experience & journey or change management
- Proficiency in Microsoft Project, PowerPoint and Excel
- Knowledge in business intelligence, data visualisation (e.g. Tableau, Power Bl, etc.) is an advantage
